The function is located at one of the ALBI sites, The geographical work area will be mainly the Botlek (Rotterdam) and Antwerp Sites where H2, CO, CO2, O2, N2, Ar, syngas, steam and electricity are produced in different units.
The TAR Manager is a member of the NCE TAR team and is responsible for the management and coordination of a Turn Around (installation shut-down for maintenance) cycle (Preparation, execution and capitalization)
=> Scope acceptance, Project timeline planning and milestones follow-up, Management of work preparation, ordering (excl. the procurement organizations responsibilities), outage planning, outage direction, financial control (ordering, extra work commitment), outage capitalization (wrap up & document completion).
The TAR Manager will work in close collaboration with:
- Internally: the asset managers, the AL experts, the site's teams, (maintenance, operations), SHEQ teams and Operations Support engineers .
- Externally: General G&M contractor, OEM (Original Equipment Manufacturers), Material Suppliers, Service & resource Suppliers,Technical Specialists, Safety Officers
The TAR Manager reports to the NCE Head of Maintenance Program.
THE POSITION CAN BE BASED ANYWHERE WITHIN NORTH & CENTRAL EUROPE CLUSTER and requires frequent travel to Benelux.
Scoping: The supply of the scope of work is the responsibility of the installation owner (= “the site”). The TAR leader drives timely scope delivery, organizes frequent sessions for scope evaluation and validation and controls the creation of a full and unambiguous scope overview by technical discipline. During this definition it is agreed which scopes will be supplied in detail by “the site” and which scopes will be detailed by turn around work-preparators.
Project time planning: The TAR Manager will define the time line and the required resources for the TAR organization up to the defined starting point of the turn around, together with the major stakeholders
Work detailing & preparation
Completion of the bid-packages for RFQ (Request for Quotation)
The ordering process (materials & services)
On site preparation (temporary facilities, gate entry etcetera)
The TAR leader monitors & controls the timely delivery of all components in relation to this planning.
Work preparation
Ensures full representation, in the correct “parent structure” of the work scope in the CMMS (MAXIMO)
Establishes, based on the full scope definition, the needed workforce to execute the work
Facilitates any issues that need to be clarified to ensure proper scope translation into work packages.
- Monitors progress & quality of all works prepared .
Ensures the supply of fully detailed orders in the Procurement System (“WISE”) and order packages for procurement. (*1)
Discusses technical content, practical implications and solutions with material- and service- providers.
(*1 = Procurement is responsible for the commercial process and the retrieval of quotations according to the specification From the market)
During Execution
Progress & Quality monitoring.
Defining and initiating follow-up for all ad-hoc upcoming issues together with the TAR Manager
Validating additional works up to a predetermined (cost) level
Control of the active hours of his crew (in relation to overtime)
Organizing and leading a daily progress meeting with the site and all relevant technical experts
Capitalisation & wrap up
The closing of all work-orders in the CMMS
The creation and proper definition of all needed follow-up work orders
The complete reception, validation and digitalization of all reports, checklists, punchlists, certificate etc.)
Financial closure on order level and extra works approved
