About the role, Your Impact

Baxter & Woodman is seeking a Municipal Services Project Manager in our Municipal Services Department, which includes a variety of roles acting on behalf of our municipal clients. Thorough reviews of development proposals help ensure our built environment is one we can be proud of while responding quickly to submittals and inquiries. As an embedded municipal engineer, you will provide responsive engineering expertise on a variety of projects and problems, interacting with municipal staff, elected officials, and the public. Local capital improvement programs require civil engineering expertise and involvement in a variety of county, state, and federal grant and loan programs, interacting with multiple agencies to secure critical funding for our clients.

What your day-to-day will look like

  • Work with municipal and B&W staff to evaluate and review engineering submittals.
  • Respond proactively to inquiries from Village Staff and Officials, developers, designers and property owners.
  • Review development plans for compliance with local requirements, including Stormwater management, grading, sanitary sewers, water lines, and transportation aspects.
  • Coordinate work done by other municipal or County departments, and by other B&W staff.
  • Assess the need for permits from other agencies.
  • Assess impacts to on-site and adjacent private and public facilities.
  • Provide recommendations for improving on-site or adjacent facilities in conjunction with the development reviews.
  • Prepare written development review reports; communicate with Village Staff, developers and designers.
  • Assist with inter-governmental agreement and preparation of municipal budgets.
  • Prepare and submit permits for local municipal projects.
  • Act as an Engineering advisor and perform tasks as requested by the municipal staff.
  • Where required, serve as part-time staff to local municipality.
  • Represent B&W in performing engineering tasks at a local municipality.
  • Act as an administrative, management, and capital projects resource.
  • Act as a resource for B&W and Community staff.
  • Assist with preparation, documentation, and improvement of processes and procedures.
  • Prepare written reports as required by local municipality.
  • Provide general municipal engineering services.
  • Help mentor less-experienced Municipal Services Engineers.
  • Work with municipal staff to evaluate and develop engineering solutions and capital improvement projects.
  • Act as a capital improvement project manager and perform tasks as requested by the municipal staff.
  • Provide on-site construction inspection services where required for development and municipal projects.
  • Assist with inter-governmental agreement and preparation of municipal budgets.
  • Assist in the preparation of Utility Rate Studies and Utility Reporting required by the EPA
  • Assist in the preparation of grant and loan funding applications and supporting exhibits.

Education/Certification Requirements

  • Bachelor’s degree in civil engineering.
  • Illinois Professional Engineering license or the ability to obtain one within 12 months.

  • 4+ years' experience working for municipal governments or on development projects requiring municipal permits.
  • Excellent technical writing and verbal communication skills.
  • Ability to explain technical issues to non-technical municipal staff, officials and residents.
  • Ability to work cooperatively with developers, designers, and outside permit agencies.
  • Knowledge of basic principles and experience with stormwater management, water distribution, and wastewater collection systems.
  • Knowledge of basic principles and experience with transportation facilities, including parking, roadway design, pedestrian and bicycle facilities, and accessibility requirements
  • Experience in site and subdivision development design and review, and site construction inspection is preferred.
  • Ability to manage and review work done by less-experienced engineers.
  • Ability to work with local government staff and officials.
  • Prior experience developing grants or municipal funding applications is desired.
  • Ability to travel throughout Northeastern Illinois (own transportation).

Compensation The pay range for this role is $90,000-$120,000. Actual compensation packages are based on several factors that are unique to each candidate, including but not limited to skill set, depth of experience, and certifications.
