Job Description:
Role Context
Integrity of Regulatory Reporting-PRA (IRR) was set up to enhance HSBC’s end-to-end prudential regulatory reporting
process and controls as a whole and embed this as a sustainable long-term change for the Bank.
Regional programmes have been set up to establish local governance to oversee Regulatory Reporting Risk; work with BAU
teams to review prioritised Regulatory Returns and uplift controls against the IRR standards, implement roles and
responsibilities.
This programme is now nearing closure and the ongoing delivery for IRR control uplifts for new Regulatory Reporting
changes is moving to BAU, sitting in CSSR Change Delivery. Initial BAU deliverables relate to Regulatory Changes to Minimum
Requirement for Own Funds and Eligible Liabilities (MREL) reporting.
The IRR control uplifts will ensure we have these controls in place for each in scope return or disclosure:
1. Traceability of Rules & Policy Interpretations applied to prepare the returns
2. Process Documentation on ARIS
3. Risks & Controls identified and loaded into HELIOS
4. Risks & Controls are subject to periodic monitoring & assurance
5. Data subject to the Data Management policies & procedures1
6. Skilled resources with the right capabilities are embedded in BAU
Specific workstreams have been established to deliver the IRR requirements, the scope of each pertaining to specific set
of returns. This role will be focussed on the MREL reporting requirements delivered by the Treasury Capital Management
teams in the Group.
The role holder is required to perform a range of activities across the specific sub-workstreams including:
· Produce & maintain Process documentation
· Design, Implement and Capture Controls on Helios
· Capturing the Data Dictionary & Data Lineage
· Capturing the Data Quality controls
· Capture the Regulatory Rules & Interpretations applied by the Business for the returns
Knowledge & exp:
Chartered Accountant with an Audit background · Experience in, and thorough understanding of, managing, overseeing and applying controls across a Finance function, including those underpinning SOX and Operational Risk frameworks · Good relationship management, collaboration and influencing skills · Good interpersonal and communication skills, both written and oral. · Confident and comfortable and experienced in engaging senior stakeholders · A leader, comfortable taking initiative · Drive, commitment and focus on operational excellence · Experience of resolving issues and problems by a systematic approach · Data and process analysis skills · Committed to continuous improvement, self-motivated, confident, creative and capable of working effectively autonomously as well as part of a team · Prior experience of designing and implementing new controls and processes · Experience in change and transformation programmes · Cross-Finance knowledge and experience. · Knowledge of MREL regulatory reporting an advantage. · Understanding of HSBC Group structures, values, behaviours, processes and objectives
