Job Summary

KBR is seeking a MOSA and Sustainment Data Rights Analyst to support the U.S. Army's Future Long Range Assault Aircraft (FLRAA) Project Office in Huntsville, Alabama.

This position sits at the intersection of acquisition, sustainment, intellectual property, technical data, and Modular Open Systems Approach (MOSA) implementation. The selected candidate will help the Government develop and execute strategies that ensure the Army obtains, protects, and leverages the technical data, software rights, and intellectual property necessary to support long-term sustainment, modernization, competition, and organic maintenance of the MV-75 FLRAA fleet.

You will work closely with Government acquisition professionals, engineers, logisticians, product support managers, contracting personnel, and legal advisors to assess contractor deliverables, evaluate intellectual property and data rights assertions, analyze technical data packages, and support future acquisition planning. Your work will directly influence the Army's ability to repair, maintain, modify, integrate, compete, and modernize one of its most important next-generation aviation platforms.

The ideal candidate understands that technical data rights are more than contract clauses. They are a critical enabler of readiness, affordability, sustainment, competition, and mission success.

Roles and Responsibilities

· Support PM FLRAA in developing and executing technical data, software rights, and intellectual property strategies that enable MOSA objectives, lifecycle sustainment, future competition, and long-term modernization.

· Analyze contractor technical data, software documentation, and contract deliverables to determine whether the Government is receiving the rights, deliverables, and access necessary to achieve sustainment and acquisition objectives.

· Evaluate technical data rights assertions, software license rights, restrictive markings, and proprietary designations associated with contractor-submitted deliverables.

· Assess technical data packages (TDPs), engineering documentation, software documentation, CDRLs, and related program artifacts for compliance with contractual requirements and Government expectations.

· Advise Government stakeholders on the adequacy of delivered rights to support:

o Organic maintenance

o Depot-level repair

o Modifications and upgrades

o Technology insertion

o Competitive procurement

o Alternate source qualification

o Future sustainment activities

· Research and analyze Government use cases to determine appropriate rights requirements, including Government Purpose Rights, Unlimited Rights, specially negotiated license rights, and other data rights strategies.

· Identify technical data gaps, rights shortfalls, or restrictive licensing provisions that could negatively impact future sustainment, modernization, integration, or competition efforts.

· Support development of acquisition, sustainment, and intellectual property strategies for current and future FLRAA acquisition phases.

· Assist Government personnel in planning and negotiating technical data and intellectual property requirements for follow-on efforts and future contract actions.

· Review and assess contractor markings on technical data and software deliverables to ensure compliance with applicable contractual and regulatory requirements.

· Coordinate with contracting, engineering, logistics, legal, and product support stakeholders to resolve technical data and intellectual property issues.

· Develop executive-level analyses, decision papers, white papers, and briefings for Product Managers, Division Chiefs, and senior Army acquisition leadership.

· Participate in working groups, technical reviews, integrated product teams, and strategy sessions focused on MOSA implementation, sustainment planning, technical data management, and intellectual property.

Basic Qualifications

· Bachelor's degree and 8+ years of relevant professional experience. 16 years of directly related experience may be substituted in lieu of a degree.

· U.S. Citizenship Required

· Active Secret security clearance.

· Experience supporting DoD acquisition programs.

· Experience working with intellectual property, technical data rights, software rights, technical data packages, or related acquisition disciplines.

· Knowledge of data rights concepts, including Government Purpose Rights, Unlimited Rights, Restricted Rights, and specially negotiated license rights.

· Experience reviewing, assessing, or managing technical data deliverables, contract deliverables (CDRLs), engineering documentation, or software documentation.

· Ability to evaluate data rights assertions, technical data markings, and licensing provisions associated with Government contracts.

· Strong analytical, written, and verbal communication skills.

· Ability to communicate complex technical and acquisition issues to senior leadership and decision-makers.

Preferred Qualifications

· Experience supporting PM FLRAA, Future Vertical Lift (FVL), PEO Aviation, AMCOM, DEVCOM, or other Army Aviation organizations.

· Experience supporting Government acquisition offices, program executive offices, or product offices.

· Experience developing or implementing Modular Open Systems Approach (MOSA) strategies.

· Experience supporting Product Support Managers (PSMs), Life Cycle Sustainment Plans (LCSPs), or sustainment planning activities.

· Knowledge of DFARS intellectual property and technical data rights provisions.

· Experience researching or evaluating contractor intellectual property and data rights assertions.

· Familiarity with technical data package development, configuration documentation, software documentation, and engineering data management.

· Experience supporting negotiations involving technical data, software rights, licensing strategies, or intellectual property.

· Experience briefing senior Government leaders within Army Acquisition organizations.

· Prior experience supporting Army Aviation programs.
