Program Summary 

The MISS program is a comprehensive initiative aimed at supporting the US Department of State’s operations in Iraq. In addition to providing ongoing base operations and Life Support Services, KBR will provide differentiated advisory and consultancy capabilities to the Iraqi Government with a focus on creating an effective program environment to support delivery of strategic economic planning, strategy development, feasibility studies, technical reviews and large-scale project management. Under this contract KBR will provide facility maintenance, procurement, critical supply functions, along with food service, base camp operations, renovations, construction, and medical services. 

Job Summary 

The PRC Project ManagerBaghdad Embassy Compound (BEC) is responsible for the overall execution, management, and oversight of all Preventive and Repair Construction (PRC) services performed under the Task Order at the BEC. Work closely with the TO PRC Manager in synchronization planning and execution of all TO PRC projects at the BEC Through coordination with the TO PRC Manager, serves as the primary authority for the BEC PRC planning, estimating, scheduling, execution, reporting, and closeout, ensuring full compliance with the Performance Work Statement (PWS), U.S. standards, and government direction. 

U.S. citizenship and an active Secret clearance are required. 

Roles and Responsibilities  

  • Maintains a ZERO Harm workplace, ensuring safety remains the highest priority across all site activities. 

  • Manage all PRC activities at the BEC location ensuring projects are executed safely, on time, and within approved budgets. 

  • Provide direct oversight of PRC personnel assigned to the BEC, including Scheduler/Planner and project support staff. 

  • Ensure all PRC work at the BEC complies with the approved Scope of Work (SOW), schedule, and cost estimates. 

  • Maintain accountability for PRC project performance at the BEC, including cost control and schedule adherence. 

  • Oversee development of PRC project estimates at the BEC, including labor categories, materials, subcontracting, schedules, and complete SOWs. 

  • Ensure all estimates are developed using RSMeans or COR/FMapproved equivalent industry standards. 

  • Ensure no project activities (material procurement, subcontract awards, mobilization) at the BEC begin prior to formal COR approval. 

  • Ensure PRC projects at the BEC are completed within approved schedule and approved budget 

  • Monitor project execution and proactively mitigate risks impacting cost, performance, or safety. 

  • Serve as the primary PRC BEC point of contact with the COR and FM. 

  • Participate in periodic and ad hoc meetings with government stakeholders to report PRC status, issues, and accomplishments. 

  • Ensure all approved PRC projects at the BEC are entered into the GMMS Facilities Workload Plan (FWP) module and that related CMMS updates (asset data and PM schedules) are completed. Staffing & Resource Management 

  • Ensure PRC staffing at the BEC aligns with the PRC Staffing Table and clearance requirements. 

  • Ensure subcontractors are properly managed, compliant, and integrated into PRC execution. 

  • Ensure availability and use of REVIT 2024 or newer, maintaining updates as required. 

  • Ensure all planning and construction efforts align with U.S. construction standards. 

  • Coordinate project closeout and obtain COR approval with FM concurrence. 

  • Ensure all documentation, cost reports, schedules, and CMMS updates are complete and accurate prior to closeout. 

  • Maintain full compliance with security, safety, and access requirements for sensitive facilities. 

Basic Qualifications  

  • U.S. Citizen with an active Secret clearance. Must maintain eligibility at the required clearance level for the duration of the task order. 

  • Current US Passport with at least two years remaining (before expiration 

  • Obtain and maintain MRPT and base access to all sites 

  • Valid driver’s license from home of record. 

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or related field (or equivalent experience) 

  • 10+ years experience in construction or facilities project management, including light construction, refurbishment, and facility/system replacement projects with four 3+) years experience in project management positions 

  • Demonstrated experience managing government construction or facility contracts 

  • Proven ability to manage multiple concurrent projects under strict schedule and cost controls 

  • Experience developing project estimates using RSMeans 

  • Strong leadership, communication, and coordination skills in a highsecurity, overseas environment 

  • Maintains a ZERO Harm workplace, ensuring safety remains the highest priority across all site activities. 

 

Preferred Qualifications 

  • Project Management Professional (PMP) Certification  

  • Previous experience managing utilities operations in an overseas or embassy environment.  

  • Familiarity with Department of State/Department of War standards and facility management practices.  

  • Proven ability to lead diverse teams and implement process improvements in high-security settings.  

  • Proficiency in maintenance planning tools and operational reporting systems.
