Aquatech supports some of the world’s most technically demanding industries including semiconductor manufacturing, advanced packaging, solar manufacturing, and data centers. These facilities require highly reliable utility infrastructure including Ultra Pure Water (UPW), wastewater treatment (WWT), reclaim systems, thermal utility systems, chemical systems, and Zero Liquid Discharge (ZLD) systems.

Job Description

The Program Manager serves as the senior project delivery leader for Aquatech's Microelectronics business, responsible for ensuring successful execution of semiconductor, advanced packaging, solar manufacturing, datacenter, and other advanced manufacturing utility infrastructure projects.

This role provides leadership and oversight across multiple projects and execution teams while maintaining close alignment with Aquatech's centralized Engineering, Projects, Procurement, Construction, Commissioning, and Operations organizations.

Unlike a traditional Project Manager who is primarily responsible for the execution of a single project, the Program Manager owns overall program outcomes and is responsible for driving organizational alignment, execution consistency, customer satisfaction, team development, accountability, and continuous improvement across a portfolio of projects.

The Program Manager acts as the primary leadership interface between the customer, Microelectronics leadership team, and Aquatech execution organizations to ensure scope, schedule, cost, quality, startup readiness, and operational objectives are achieved.

Program Leadership

  • Provide overall leadership and direction for semiconductor and advanced manufacturing utility infrastructure programs.
  • Establish execution priorities and ensure alignment across all project stakeholders.
  • Drive program performance related to scope, schedule, cost, quality, safety, risk, startup readiness, and customer satisfaction.
  • Ensure project teams remain focused on achieving customer commitments and contractual deliverables.
  • Lead program reviews and performance assessments.
  • Establish clear ownership, accountability, and decision-making authority throughout the organization.
  • Develop scalable execution methodologies that support multiple simultaneous projects.

Organizational Leadership and Team Development

  • Lead, coach, mentor, and develop Project Managers, Project Engineers, SMEs, Commissioning personnel, and supporting project staff.
  • Build a culture of ownership, accountability, collaboration, responsiveness, and continuous improvement.
  • Develop organizational capabilities required to support long-term growth in the semiconductor market.
  • Identify capability gaps and support hiring, succession planning, and workforce development.
  • Foster strong working relationships across global matrix organizations.

Project Delivery Oversight

  • Monitor project performance across multiple projects and programs.
  • Ensure scope changes, risks, schedule impacts, and cost exposures are identified and addressed early.
  • Lead recovery planning and corrective actions when projects deviate from objectives.
  • Ensure appropriate execution resources are available and effectively deployed.
  • Support project teams in resolving complex technical, organizational, and customer challenges.
  • Drive consistency in project execution methodologies and reporting.

Customer Leadership

  • Serve as a senior customer-facing leader for strategic semiconductor and advanced manufacturing clients.
  • Ensure customer expectations are clearly understood and communicated throughout the organizations.
  • Act as an escalation point for significant customer concerns and project challenges.
  • Represent Aquatech as a trusted advisor in semiconductor utility infrastructure and water sustainability initiatives.

Cross-Functional Leadership

  • Collaborate closely with Aquatech Engineering, Projects, Procurement, Construction, Commissioning, Service, and Operations organizations.
  • Influence decisions and priorities across matrixed organizations without direct reporting authority.
  • Drive alignment between centralized execution teams and Microelectronics project objectives.
  • Facilitate effective communication and rapid decision-making between regions, functions, and project teams.
  • Promote a "One Aquatech" execution model focused on customer success.

Governance and Execution Excellence

  • Chair regular program reviews focused on scope, schedule, cost, risk, startup readiness, and customer satisfaction.
  • Support development and drive implementation of semiconductor-specific Best-Known Methods (BKMs), standards, lessons learned, and execution tools.
Qualifications

Required Qualifications

  • Bachelor's degree in Engineering, Construction Management, or related technical discipline.
  • Minimum 12 years of experience supporting industrial utility, semiconductor, advanced manufacturing, or EPC projects.
  • Minimum 5 years of leadership experience managing multidisciplinary project teams.
  • Demonstrated experience leading large-scale capital projects from concept through startup and operational turnover.
  • Strong understanding of semiconductor utility systems including:
  • Ultra-Pure Water (UPW)
  • Wastewater Treatment (WWT)
  • Water Reclaim
  • Experience operating within matrix organizations.
  • Strong customer-facing leadership capabilities.
  • Excellent communication, influence, negotiation, and organizational leadership skills.

Preferred Qualifications

  • Experience supporting semiconductor fab utility systems or advanced manufacturing facilities.
  • Experience with EPC, design-build, or integrated project delivery execution models.
  • Experience with process mechanical systems, piping systems, and utility integration.
  • Experience with instrumentation & controls (I&C), automation systems, SCADA systems, and electrical utility coordination.
  • Experience supporting startup, commissioning, qualification, and operational readiness activities.
  • Experience leading multidisciplinary technical teams and supporting accelerated project schedules.

Skills Required

  • Bachelor's degree in Engineering (Mechanical, Chemical, Electrical, Civil, or related)
  • Minimum 10 years of relevant industrial experience
  • Direct experience supporting semiconductor manufacturing, advanced packaging, or solar manufacturing (one or more)
  • Strong experience with UPW, WWT, reclaim, thermal utilities, RO/membrane systems, chemical treatment, and ZLD systems
  • Experience supporting projects through design, procurement, construction, testing, commissioning, startup, qualification, and operational turnover
  • Strong multidisciplinary engineering integration and matrix organization execution experience
  • Strong technical leadership, communication, and troubleshooting skills
  • Ability to support field activities including installation reviews, commissioning support, and startup planning (PPE, site work)
  • Experience with PFDs, P&IDs, equipment layouts, control philosophies, and qualification documentation
  • Experience supporting semiconductor fab utility systems or advanced manufacturing facilities
  • Experience with EPC, design-build, or integrated project delivery execution models
  • Experience with process mechanical systems, piping systems, I&C, automation, SCADA, and electrical utility coordination
  • Experience leading multidisciplinary technical teams and supporting accelerated project schedules, startup, commissioning, and qualification activities
