EDUCATION and/or EXPERIENCE: Bachelor's degree in Engineering or related field and nine years of progressively responsible technology systems experience, including a minimum of five years of technology management experience. Experience in implementing and maintaining highly complex computer-based systems such as Close Circuit Televisions, Bus AVL and Radio Communications desired. Must have proven experience in resolving highly technical issues associated with system performance. Experience required in developing and managing project plans, branch budgets and project teams for multiple high-profile projects. Experience in creating and communicating detailed reports to managers, directors, executives and direct reports. In lieu of a degree, directly related experience may be substituted on a year-for-year basis.
SUMMARY: Provides leadership, oversight and expertise for the Radio Communications & Computer Maintenance Systems branches of the Office of Rail Car Maintenance. Areas of responsibility include Enterprise two-way Radio Communication System, Bus AVL Communications System, Rail Car Communications System, Closed Circuit TV camera devices, Station Fire & Safety Systems, Access Control System and Vehicle Security Camera System (VSCS). Manages existing systems, develops and implements new systems applications and uses existing processes to solve enterprise communication needs and problems. Computer Maintenance oversight includes SCADA system elements, servers, control center displays and related workstations. Performs independent assessment or triage on all elements of operational computer systems and communication equipment and partners with the appropriate maintenance or technology group to resolve issues. Maintains routers, servers and related equipment for rail, bus and mobility vehicle camera system network and smart device capabilities. Provides oversight for customer equipment moves and installation, printer repairs (not leased), desktop computer and laptop repair along with customer accessories support. Provides capacity planning, ensures that the maintenance groups are functioning efficiently and ensures that systems are properly maintained and highly available. Ensures systems integrity and security and ensures that all problems are resolved in a timely manner via day-to-day maintenance functions and scheduled pm inspections. Coordinates system requirements with executives and users, supports day-to-day use of applications, provides training and serves as business process expert. Provides interface between key stakeholders, application users and supports enhancement of all existing radio communications and computer maintenance applications.
