Serve as a strategic HR advisor to assigned divisions, aligning HR strategies with organizational goals. Provide consultative guidance and coaching, support workforce planning, talent management, policy updates, and consistent HR program application. Partner with leaders and HR functions, coordinate with external vendors, assist with contracts and budgeting, participate in cross-departmental HR initiatives, and handle moderately complex HR issues while escalating as needed.

Develop and implement efficient bus and rail schedules and operator work assignments. Collect, compile and analyze ridership and performance data from AVL, APC, farebox and manual checks. Perform ride checks and provide economic, cost, feasibility and service-efficiency analyses. Communicate schedule and service information to the public and recommend service adjustments. Assist with transit ambassador duties and other assigned tasks.

Performs data analysis and forecasting to support the Authoritys annual and long-range budgets. Coordinates and develops divisional budgets, monitors spending and procurements, analyzes staffing and organizational changes, prepares reports and recommendations, communicates with departments and senior management, and manages special projects under supervision.

Monitor and control mainline train movements via computer displays and radio/phone communication to ensure schedule adherence and safety. Dispatch personnel for incidents, document equipment/station problems using MARTA SCADA, implement alternative operations during abnormalities, interpret and enforce operating policies, and may act as Control Center Superintendent when requested.

Manage cash flow forecasting and financial modeling for MARTA's Capital Improvement Program (CIP). Maintain 10-year and short-term forecasts, perform variance analysis, build three-statement models, produce reports and dashboards, collaborate with project managers, support cash/investment management and capital markets activities, and deliver analysis for budgeting and grant allocations.
