PATH seeks a Monitoring, Evaluation, and Learning (MEL) Manager for the US Government (USG)-funded “Reaching Every At-risk Community and Household with Malaria Services” (PMI REACH Malaria) global contract in Senegal. PMI REACH Malaria aims to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), malaria diagnostics, data collection and use for service delivery, and other malaria prevention interventions.

The MEL Manager will report to the Chief of Party and will develop and manage MEL systems at the country-level. The MEL Manager will also have a reporting line to the PMI REACH Malaria MEL Director and supervise the MEL Officer.

Responsibilities:

  • Develop and manage country-level MEL plan and systems, including development or tailoring of country level SOPs and data collection tools and forms.
  • Contribute to annual work planning and ensure inclusion of MEL activities; implement country-level MEL-related activities and track their progress against the work plan.
  • Lead and oversee routine data collection, cleaning, processing, analysis, interpretation and reporting of performance monitoring and contextual indicators in collaboration with the subnational and national malaria program (NMP) staff.
  • Provide technical support and oversight for project monitoring of activities, country level assessments, or other data collection efforts.
  • Provide technical assistance to NMP/MOH for efforts to improve data quality, including leading or supporting implementation of data quality audits (DQAs), data validation, and data review meetings.
  • Work with provincial and district management teams to assure the collection and regular reporting of HMIS malaria data in line with the NMP, and programmatic needs.
  • Provide technical support and capacity-strengthening of NMP and local partners in integrating and using data for quality improvement and programmatic decision-making.
  • Ensure that all project data, MEL-related tools, forms, and reports are stored on project SharePoint site and that project datasets are submitted to data repositories as per contract terms.
  • Maintain and update the M&E plan and system on an ongoing basis and generate needed reports to meet donor and other stakeholder requirements.
  • Lead implementation of facility assessments, establish, and oversee data cleaning and entry procedures for outreach training and supportive supervision and integrated community case management, as per standard M&E practice and consolidate lessons learned and make suitable recommendations for future assessments.
  • As a member of the in-country project management team, lead or support after-action reviews of project activities, quarterly review meetings, and other learning activities to ensure the use of data to guide program decision-making and adaptation.
  • Lead or support preparation of technical documents, presentations, SOPs, and reports.
  • Manage and provide technical oversight to the MEL Officer.
  • Develop and maintain relationships with key stakeholders such as MOH, implementing partners, academic institutions, and donors in the area of monitoring and evaluation.

Required skills and experience:

  • Master’s degree in public health or social sciences and a bachelor’s degree in Public Health, Social Sciences, Statistics or relevant discipline.
  • Minimum of 8 years’ experience and demonstrated skills in monitoring and evaluation in health of which 5 in a leadership position within a donor-funded project, preferably PMI or USG
  • Experience in understanding and managing the performance monitoring plan within a donor funded project
  • Knowledge and experience of MOH’s health information systems (HMIS) and DHIS2 is a requirement.
  • Demonstrated understanding of and familiarity with a range of applied research and monitoring and evaluation approaches including health information and data management systems.
  • Proven ability to motivate and mentor staff and create a positive team environment.
  • Strong communication and problem-solving skills, capacity to analyze data, monitor progress, and recommend necessary recourse for maximizing program progress and impact.
  • Ability to oversee data collection and utilization at various levels to ensure accuracy and clarity of data interpretations.
  • Experience in data quality audits and data reviews, preferably for malaria programming
  • Experience in providing technical assistance and conducting capacity building activities in relation to monitoring and evaluation
  • Familiarity with stakeholders in the malaria services space, including malaria case management, prevention of MiP, surveillance, data collection and use for service delivery.
  • Demonstrated ability to work with donors, implementing partners, institutions at the national and regional level, local nongovernmental organizations, and community-based organizations and structures.
  • Successful experience working with the national ministry of health/national malaria program, is preferred.
  • Strong problem-solving, organization skills and a positive, solution-oriented approach to challenges.
  • Excellent analytical, presentation, and report writing skills.
  • Excellent skills in facilitation, team building, and coordination.
  • Extremely detail-oriented, with the ability to communicate effectively and concisely, both orally and in writing.
  • Strong work ethic, resourcefulness, integrity, credibility, and dedication to PATH’s mission.
  • Professional proficiency in French required, fluency in English preferred.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams) required. Experience with data visualization tools (e.g., Power BI, Tableau, DHIS2) and data analysis software programs (e.g., Excel, R, STATA, SPSS, etc.) preferred
