Role Overview
The Global Head of Public Sector Group (PSG) is responsible for the global leadership of banking teams that serve central, state, and local governments, public asset managers, state owned enterprises, and development organizations. The role requires extensive engagement internally and externally, developing and maintaining senior client relationships by understanding clients’ needs and delivering the best of Citi. The role has combined direct management responsibility and oversight for of more than 100 bankers globally and requires the integration of shared corporate bankers in every network country, CCO’s as senior PS bankers with the global PS banking team for an effective coverage model. relationships. This role is a member of the Corporate Bank Executive Committee and reports directly to the co-heads of Citi’s Corporate Bank.
Job Description
This global leadership role encompasses strategic business development, client relationship management, and thought leadership within the public sector. The individual will be responsible for the following:
- Attract, develop and retain top, diverse Public Sector banking talent. Foster mentorship and talent management globally for all bankers and CCO’s covering PS.
- Develop and execute a client -driven franchise growth strategy that drives sustainable and profitable growth and maintains and extends leadership wallet share position (top #3)
- Lead team in analyzing market trends to identify growth opportunities and lead co-development of PS segment specific solutions in partnership with key product areas and other industry groups (Examples: Markets solutions JV and JV with industrials on Defense Financing solutions).
- Drive thought leadership and engage in policy development for key themes important to PS clients. Represent Citi and increase brand visibility at key global events.
- Drive effective planning, coordination, oversight and execution of all PS segment growth strategies in partnership with global and regional partners (product, banking, franchise, client, risk, compliance, legal, GGA, etc.).
- Develop senior trusted advisor relationship with key clients and countries consistently seeing them 3 – 4 x a year.
- Work in partnership with CCO’s/International Cluster heads to make sure we achieve Trusted Advisor where needed to drive growth plans .
- Ensure efficient capital allocation and delivery of targeted returns, partnering with GCM and Risk.
- Ensure ethical conduct and transparency in all business practices. Effectively identify, escalate and manage all risk and control issues. Understand and effectively manage the heightened role of franchise risk associated with PS transactions.
- Have a broad, strategic mindset on how PS franchise should connect with all other industry groups and own how to achieve success for all clients and the franchise/countries being served. Actively contribute to all banking key governance forums and strategic planning processes.
- Own strategy development, origination and execution across the entire wallet of all PS clients. Work closely with IB industry groups to identify strategic transactions.
Knowledge/Experience:
- Extensive client interaction at senior level and/or relevant product experience
- Full knowledge of entire suite of products and possess a corporate finance mindset.
- Proven track record of deal origination and structuring.
- Consistently deliver on revenue and budget targets.
- Strong credit skills and experience, particularly for sovereign credits
- Deep geographic, political, macro-economic and cultural understanding of the emerging markets. Deep understanding of US government including key agencies and those of other countries.
- Understanding of the evolving space of development finance and development finance at the regional and country level, in addition to key MDB’s (World Bank, ADB, etc.)

Qualifications:
- Extensive level of experience in financial services, and in serving large and complex clients.
- Experience in people management, both in direct management and in systems leadership across large multi-team groups.
- Strong Corporate Finance and Credit Experience (10+ years). Existing SCO preferred.
- In-depth experience and understanding of banking products – loans / debts (short and long-term), capital management, cash management, trade products; corporate and structured finance; DCM; derivatives products, and investment banking offerings (advisory, equity).
- Demonstrated ability to balance between internal management and external client time
- Demonstrated understanding of compliance issues and regulatory requirements (global and local).
- Proven leadership skills and strategic thinking – ability to create momentum with a collective agenda balancing multiple products, stakeholders and priorities. Translate vision into executable plans.
- Demonstrated intellectual interest in public sector challenges and topics, and a willingness to lead Citi’s organizational response to future changes.
- Proven analytical and problem-solving skills with a pragmatic approach to optimizing limited resources.
- FINRA licenses (SIE, S79, S63, S24) if based in the US.
Education:
- Bachelor's degree/University degree or equivalent experience
- Master's/MBA degree preferred from a top economics, business, or financial engineering program
