Manager (Strategic Analysis and Relations) (26270064)

Reporting to the Director of Institutional Research and Strategic Planning, the Manager, Strategic Analysis and Relations supports the University’s strategic development and global profile through evidence-based analysis, institutional benchmarking, and the cultivation of key internal and external relationships.

The appointee will undertake strategic analyses of institutional performance and developments in the global higher education sector, translating complex information into actionable insights for senior management. The appointee will also strengthen the University’s engagement with international higher education organisations, data and analytics partners, professional networks, and other strategic stakeholders.

Responsibilities:

  • Conduct strategic analyses of the University’s institutional performance, competitive position, strengths, opportunities, and emerging risks;
  • Undertake benchmarking and comparative analyses against peer institutions, drawing on institutional data, rankings, research analytics, and other relevant sources;
  • Synthesise quantitative and qualitative evidence into clear insights, recommendations, and decision-support materials for senior management and other key University stakeholders;
  • Prepare high-quality strategic reports, briefing papers, presentations, institutional narratives, and background materials for internal and external audiences;
  • Support the Director in the development and implementation of strategic initiatives and institutional performance improvement projects;
  • Develop and maintain productive relationships with global data and analytics organisations, higher education networks, professional associations, and other strategic partners;
  • Coordinate OIRP’s participation in conferences, summits, and partnership activities, ensuring alignment with institutional priorities and effective representation;
  • Work closely with faculties, schools, and administrative units to gather and interpret information, align institutional messaging, and support cross-unit strategic projects;
  • Lead or coordinate assigned projects and project teams, ensuring that deliverables are completed to a high standard and within agreed timelines; and
  • Perform other duties as assigned by the Director of Institutional Research and Strategic Planning.

Requirements:

  • A recognised Bachelor’s degree in data analytics, statistics, economics, public policy, or a related discipline. A relevant postgraduate qualification would be an advantage;
  • At least five years of relevant professional experience in strategic planning, institutional research, higher education analysis, stakeholder management or a related area;
  • Strong analytical and critical-thinking capabilities, with demonstrated experience in interpreting complex quantitative and qualitative information and translating it into practical recommendations;
  • Good understanding of global higher education developments, institutional performance, benchmarking, and international engagement;
  • Excellent written and verbal communication skills, with the ability to prepare concise, accurate, and persuasive materials for senior-level audiences;
  • Strong project management and organisational skills, with proven ability to manage complex initiatives involving multiple internal and external stakeholders;
  • Strong interpersonal and relationship-management skills, with the confidence and professionalism to engage senior University leaders and external partners;
  • A proactive, collaborative, and strategic mindset, with sound judgement and the ability to work effectively in a fast-paced, cross-cultural environment; and
  • Excellent command of written and spoken English, Putonghua, and Cantonese.

Candidates with less experience or qualifications may be considered for appointment at the rank of Assistant Manager.

Shortlisted candidates will be invited to attend a written test and an interview. 
The initial appointment will be offered on a fixed-term contract of two years. Re-appointment thereafter will be subject to performance review and mutual agreement.
Salary and rank will be commensurate with qualifications and experience.
