[What the role is]

We are seeking a talented and experienced Product Owner to lead the transformation of the job matching portal. In this role, you will work with the other Product Owners within the cluster, in transforming how individuals and jobseekers navigate their career journeys, creating opportunities for experimentations where possible, thereby building a culture of career planning more expansively. Your product-related decisions will directly impact Singaporeans' job search and career health opportunities whilst meeting government policy and strategic requirements.

[What you will be working on]

Key Skills and Competencies:

1. Product Management:
  • Conceptualise and drive product vision through data-informed roadmaps, balancing quick wins with long-term objectives
  • Transform complex business needs into achievable product milestones
  • Demonstrated ability in feature prioritisation and roadmap planning using data-driven decision making
  • Strong understanding of product metrics, success indicators, and OKR tracking methodologies
2. Agile Delivery Excellence:
  • Deep understanding of Agile methodologies and ceremonies, guiding digital and development teams through backlog management and sprint planning effectively
  • Experience in facilitating and working directly with cross functional and development teams; resolving team conflicts in an expedient manner
  • Foster collaboration across multi-disciplinary teams, ensuring that there is alignment in overall project direction and vision
3. User Centred Design Impact:
  • Experience in collaborating with and managing diverse squads to create intuitive experiences
  • Apply behavioural science to enhance user engagements and optimise user behaviours
  •  Synthesise user research into product decisions for practical feature improvements
  • Design and implement effective user-engagement strategies, collaborating with the marketing and lead-gen teams where required.
4. User and Data-driven Product Analytics and Decision Making:
  • Leverage analytics tools (e.g. GA4, clickstream) to measure and optimise product performance, maintaining oversight on deliverables
  • Experience in A/B testing and experimentation to validate product decisions and communicate the findings in an effective manner
  • Demonstrated ability to use user feedback and data to support product prioritisation and resource allocation decisions, building team capability to do the same.
5. Stakeholder Management and Communication:
  • Proven ability to manage relationships across multiple stakeholders including internal organisational teams, government agencies, and external partners
  • Strong capability in investigating and resolving sensitive complaints
  • Demonstrated ability to handle and use customer feedback and complaints to drive product improvements
  • Ability to ensure product alignment with government policy requirements with optimal user experience
6. Innovation and Product Experimentation:
  • Initiate product experimentations to identify opportunities for innovation, identifying relevant GenAI use cases to improve product outcomes and user experiences.
  • Design and execute experiments which validate hypotheses and explore innovative solutions to user problems
  • Evaluate the experiment success indicators using OKR tracking indicators

Responsibilities:

Individuals who excel in the following areas would be preferred:

  • Leading agile teams through product development cycles, prioritising features and managing backlogs effectively
  • Collaborating with stakeholders across government agencies to align product direction with policy requirements
  • Analysing user behaviour data and feedback to make evidence-based product decisions that drive engagement
  • Translating complex user needs and government requirements into clear product strategies, having demonstrated this through successful digital product launches

Your experience should include:

  • Developing agile product roadmaps that balance user needs, technical constraints, and business objectives
  • Creating and refining user stories with clear acceptance criteria
  • Conducting user research and usability testing to validate product decisions
  • Working with agile methodologies and career-related tools in a digital product environment is preferred.

Successful candidates will be offered a contract in the first instance and may be considered for an extension or be placed on a permanent tenure.

Skills Required

  • Product management experience: define vision, roadmap planning, feature prioritisation
