The Role

VicRoads RLS, founded in August 2022 by a consortium of Aware Super, Australian Retirement Trust, Macquarie Asset Management, and the Victorian State Government, operates under a long term concession deed issued by the State Government. This strategic 40-year partnership is transforming VicRoads RLS into a more commercial, customer-centric, product led and digitally advanced organisation. We work collaboratively with the Victorian State Government to ensure we fulfil regulatory requirements, deliver State projects and safeguard customer data. The Victorian State Government retains sole responsibility for road access, infrastructure and safety 

Annual Salary Range: Commensurate with Experience ($185,000 + Super)

We are seeking a talented and driven individual to join our dynamic Technology Operations team. As a team member, you will play a pivotal role in working with our business and helping to support and provide engineering services to the digital platform.  You will work alongside a group of passionate professionals who are dedicated to delivering innovative solutions that exceed customer expectations.

About the Opportunity 

The Manager Release and Deployment is responsible for overseeing, coordinating and managing the end-to-end planning, scheduling, and execution of software and infrastructure releases across digital platforms in alignment with Agile delivery practices. The role ensures that releases are predictable, low-risk, and continuously improving, by integrating closely with cross-functional teams including Product, DevOps, QA, and Engineering. 

By aligning releases with Agile iterations and delivery cadences, the Manager Release and Deployment enables faster time-to-value, better stakeholder visibility, and more stable deployments. This role is pivotal in ensuring environment readiness, release governance, and collaboration across delivery streams to support scalable and reliable technology change at VicRoads. 

 

  • Release Planning & Execution: Own the release calendar, coordinating incremental releases aligned with Agile cadences. Manage cross-team release events, resolve dependencies, and drive efficient, standardised processes to minimise risk.
  • Team Leadership and Development: Lead and develop a high-performing Release Engineering team, fostering collaboration and accountability across planning, execution, and support. Promote continuous learning, upskilling, and knowledge sharing
  • Environment & Deployment Coordination: Manage pre-release environments across all stages, ensuring availability, configuration, and usage. Collaborate with DevOps and Infrastructure teams to support provisioning, deployments, versioning, data refreshes, and rollback strategies.
  • Stakeholder & Change Readiness: Collaborate with cross-functional teams to manage scope, timelines, and technical readiness. Drive release communications, user readiness, and coordination forums to resolve blockers and align dependencies. Oversee go/no-go decisions, reviews, and post-release support to ensure minimal business disruption.
  • Governance, Compliance & Risk Management: Ensure releases meet governance and quality standards, with tracked approvals and checklists for auditability. Identify, mitigate, and communicate risks and incidents across tech and business teams.
  • Continuous Improvement & Release Metrics: Lead release retrospectives and drive continuous improvement. Track key metrics and identify opportunities for automation, tooling, and process optimisation.

Technical Capability: You manage Agile software releases with expertise in CI/CD, deployment, and environment coordination. Skilled in stakeholder communication, you drive efficient releases, track metrics, and pursue continuous improvement and automation.

Knowledge & Experience

Essential:

  • Proven experience managing software releases in Agile delivery environments.
  • Strong leadership in coaching and developing high-performing release engineering teams.
  • Deep understanding of multi-stream release coordination and CI/CD workflows.
  • Skilled in managing non-production and production environments.
  • Experienced in planning deployments, maintaining release calendars, and overseeing approvals.
  • Knowledgeable in governance, compliance, and technology risk mitigation.
  • Confident engaging with stakeholders across technical and business domains.
  • Proficient in tracking release metrics and leading retrospectives.

Desirable:

  • Experience with Azure DevOps and other release tools.
  • Familiarity with cloud infrastructure, containerisation, and infrastructure as code.
  • Exposure to complex or regulated environments (e.g., government, finance, healthcare).
  • Understanding of scaled Agile models and cross-stream collaboration.
