Job Summary
Under minimal supervision, leads overall coordination, planning, direction, development, implementation, and management for the administration of Planning and Performance Improvement for Public Health. Provides oversight to departmental strategic initiatives such as strategic planning, quality improvement, performance management, workforce development, workforce engagement, customer experience, and public health accreditation. Provides leadership and cohesive management to support all Planning and Performance Improvement activities by exercising strategic, administrative, fiscal, and operating oversight. Coaches Public Health leaders and staff and provides solutions to enhance organizational performance and develop a learning organization. Manages and coordinates Department-wide efforts to ensure that performance improvement programs are developed and managed using a data-driven focus that sets priorities for improvements aligned to ongoing strategic imperatives. Develops and communicates the strategic vision and scope of Planning and Performance Improvement. Serves as a member of the Department of Public Health's Core Leadership team.
Essential Functions:

  • Builds, directs, manages, and ensures implementation and effectiveness of Public Health’s Planning and Performance Improvement strategies and processes. (10%)
  • Assesses organizational learning and development needs. (5%)
  • Coordinates capacity building for all levels of management and employees. (5%)
  • Provides coaching and expertise to leaders on Planning and Performance Improvement areas of focus, including leadership standard work. (10%)
  • Implements a performance management system and improvement processes that leads to a positive and measurable impact on the public health system. (5%)
  • Researches and designs appropriate Department-wide Planning and Performance Improvement trainings. (5%)
  • Increases the capacity of the Department in Planning and Performance Improvement to ensure that department goals are met effectively and efficiently. (5%)
  • Coordinates improvement initiatives to ensure alignment and optimal use of resources. (5%)
  • Establishes a continuous performance and quality improvement effort and monitoring and reporting system. Regularly reports the status of performance and quality improvement efforts and impacts. (5%)
  • Collaborates on the design of the information technology infrastructure required to support Public Health’s performance and quality improvement activities. (5%)
  • Ensures department’s performance data is collected, reports on progress are distributed, and makes recommendations for future improvements based on the data. (5%)
  • Manages the ongoing strategic planning for Public Health. This work includes leading the Strategic Planning Committee, facilitating regular meetings, developing and analyzing performance improvement data, designing and implementing necessary processes and systems, developing and implementing a Department-wide communication plan, and recognizing staff and program efforts. (5%)
  • Oversees department contributions to Public Health Accreditation and supports all activities in collaboration with Denver Department of Public Health and Environment. (5%)
  • In collaboration with the Executive Director, develops structure for and executes leadership team retreats. (5%)
  • Provides leadership support through mentoring, training, and educating the Department on various topics, policies, and procedures. (5%)
  • Serves as an external and internal leader responsible for building and maintaining relationships within the community and across the department. (5%)
  • Builds and maintains relationships with our federal, state, and local partners in order to advance public health practice and demonstrate the application of novel public health practices at the local level. (5%)
  • Manages staff within the Planning and Performance Improvement team. (5%)


Education:

  • Bachelor's Degree Required


Work Experience:

  • 4-6 years Five years of administrative or professional management experience Required and
  • 1-3 years One year in a leadership or supervisory role Required and


Licenses:

  • DLR-Colorado Driver's License Class R - DMV - Department of Motor Vehicles Required


Knowledge, Skills and Abilities:

  • Excellent organizational, leadership, & analytical skills; strong written and verbal communication; strong interpersonal skills; team player; ability to adapt to changes in the work environment and manage competing demands.
  • Strong facilitation and coaching skills and experience.
  • Strong critical thinking (both qualitative and quantitative) skills necessary.
  • Excellent follow through and ability to perform a multitude of duties.
  • Comfort with exploring and learning to use new or unfamiliar applications or databases.
  • Self-starter and independent thinker who works with very limited supervision and guidance.
  • Skills in project management.
  • Able to influence and motivate others.
  • Ability to travel between clinics.
  • Advanced knowledge of and ability to use Microsoft Office applications, including Word, Excel, and PowerPoint.
