Job DescriptionRESPEC is seeking a highly experienced Manager, PeopleSoft Technology Operations to provide strategic leadership, operational oversight, and technical direction for a large enterprise resource planning (ERP) environment supporting statewide business operations. This role is ideal for a senior technology leader with deep experience in PeopleSoft, Oracle technologies, managed services oversight, enterprise architecture, and public-sector ERP operations.
The selected candidate will play a critical role in ensuring the stability, performance, and strategic evolution of enterprise applications that support a broad statewide user community. Success in this position requires a unique combination of executive-level communication skills, technical depth, vendor management expertise, and extensive experience supporting large government technology programs.
Responsibilities:
Lead strategic planning, operational governance, and technology roadmap initiatives for a complex enterprise application ecosystem. Oversee outsourced service providers and technical teams responsible for application support, production operations, system enhancements, and service delivery. Serve as a trusted advisor to executive leadership by presenting recommendations, operational updates, risk assessments, and modernization strategies.
Manage enterprise application support activities including production operations, incident management, change management, release coordination, and continuous improvement efforts. Provide leadership across data integration initiatives, software development lifecycle (SDLC) processes, IT security controls, and enterprise architecture activities. Collaborate with business stakeholders, technical teams, and vendor partners to ensure technology investments align with organizational objectives and contractual commitments.
Support governance activities related to technology procurements, vendor accountability, compliance requirements, and operational best practices while maintaining high levels of service quality and system availability.
QualificationsRequired Technical Experience:
20+ Years of Experience
Candidates must possess at least 20 years of experience supporting enterprise technology environments, including significant experience working directly for or supporting state government organizations. This experience should include enterprise application operations, strategic technology planning, roadmap development, technical leadership, stakeholder engagement, and cross-functional program management.
Candidates must also demonstrate extensive experience supporting mission-critical enterprise systems and driving long-term technology initiatives in complex organizational environments.
10+ Years of Experience
Candidates must possess at least 10 years of experience managing technical teams, managed service providers, and outsourced support organizations. Experience presenting to executive leadership, leading enterprise technology projects, managing vendor relationships, and enforcing contractual service obligations is required.
Additional required experience includes:
· Enterprise data integration and data quality management
· Software Development Lifecycle (SDLC) methodologies
· IT security controls and governance practices
· IT service management and ITIL-based operations
· Large-scale ERP production support environments
· Enterprise application deployment and release management

Additional preference will be given to professionals with extensive knowledge of software and hardware management best practices, experience developing technical specifications for IT procurements, and a proven record of supporting complex enterprise environments with multiple stakeholder groups.
Experience participating in technology evaluations, vendor selection efforts, procurement planning, accessibility compliance initiatives, and enterprise architecture programs is also desirable.
