Summary    

CAE USA is seeking a qualified and dedicated Manager, Contracts to lead a team of Contracts professionals supporting the negotiation and administration of government and commercial contracts. This position will be located in Tampa, FL and will report to the Director, Contracts. The primary role of this position is to manage a team of contract administrators, oversee contractual activity and negotiate customer contracts and agreements to support operational activities and ensure that the interests of the Company are optimized. 


Essential Duties and Responsibilities

  • Manage a team of contract administrators who are responsible for all phases of contract management – from proposal capture, to drafting, reviewing, negotiating, and administering sales contracts and agreements, to contract closeout; all in support of the company’s business objectives   
  • Responsible for managing his/her team’s workload to ensure adequate coverage for all programmatic contractual needs  
  • Play an integral part in fostering the long-term growth of the Contracts Department team members. This will consist of determining the strengths and growth opportunities of each of his/her team members and developing individual development plans accordingly  
  • Help develop negotiation strategies, support teams conducting negotiations with customers, help evaluate risk exposure, and make recommendations to senior management 
  • Work with his/her team to foster professional, effective working relationships with customers (both foreign and domestic) 
  • In addition to providing leadership to his/her contracts team, the Manager, Contracts will be responsible for personally negotiating and administering contracts, as well as related agreements (e.g., PIA/NDA, Teaming Agreements, License Agreements, Bailment Agreements, etc.) to ensure compliance with required corporate governance and approvals  
  • Work cross-functionally with Business Development, Sr. Management, Finance, Procurement, Operations, Program Management, and customers to ensure compliance with internal policies, mitigate risk and maximize returns  
  • Review, highlight and address any risk areas within the tasks and address these with the relevant Business Manager and Technical /Engineering Managers   
  • Ensure senior leadership is kept informed of contractual negotiations, issues/risks and opportunities within his/her teams’ area of responsibility (e.g., weekly/monthly reports, ad hoc briefings, etc., as necessary) 
  • Operate in a constructive and co-operative manner with the key relationships noted above and to uphold and promote Company values 
  • Maintain an ethical approach to business in line with the Company Ethics Policy 

 Qualifications and Education Requirements    

  • B.S. in Business Management, Finance, Accounting or related field, or equivalent 
  • 12 years of experience in government contracting or Graduate Degree with a minimum of 10 years of direct related experience. 
  • Experience in executing talent development of subordinates and identifying opportunities for growth and career development 
  • Knowledge of the FAR/DFARS and additional supplements 
  • Experience working with a variety of customers in varied jurisdictions 
  • Experience in the development of competitive and sole-source proposals 
  • Experience drafting, vetting and negotiating contracts and other required technical schedules and documentation in a DoD environment 
  • Experience drafting and negotiating contract-related agreements (e.g., PIA/NDA, Teaming Agreements, License Agreements, Bailment Agreements, etc.) 
  • Experience managing customer contracts 
  • An ability to interface well at all levels within the business and outside to customers, partners and suppliers 
  • Demonstrated experience in formulating and executing strategies 
  • Personal skills enabling a functional culture of effective teamwork 
  • Ability to address and manage several different actions/issues at the same time 
  • Strong influencing skills and relationship management skills 

Preferred Skills    

  • Advanced education within the discipline or an MBA 
  • 4+ years of experience in commercial contracting   

Security Responsibilities    

Must comply with all company security and data protection / usage policies and procedures.  Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.     

  •  Incumbent must be eligible for DoD Personal Security Clearance.    

Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.
