We have multiple openings for Manager, Contracts supporting our Strategic Business Units in the United States.In these roles, you will be responsible for cradle-to-grave contract administration activities to include proposal preparation, contract negotiation, contract administration, and contract closeoutYou will enable significant customer activities to fulfill contract requirements in accordance with company policies, legal requirements, and customer specifications.  

 

A successful candidate will lead a mix of sole source and competitive pursuits), as well as execution efforts, with multiple DoD and prime customers.  In addition to traditional Federal Acquisition Regulation (FAR) based, Truth in Negotiations Act (TINA) compliant efforts, and Other Transaction Agreement (OTA) activity within this role accompanied by associated Terms and Conditions review and negotiation. 

 

Additionally, the Manager, Contracts is required to work closely with Program Management leadership, the Office of General Counsel, and cross-functional peers in support of program gate reviews, program management reviews, proposal reviews, and all other contractual related matters affecting the portfolios.

If selected, you could be assigned to support one of our main Strategic Business Units:  

 

Air and Space Defense Systems - Specializes in multi-domain integrated air and missile defense, advanced sensors, space-based systems, hypersonics, effectors and cyber solutions. 

Naval Power - Specializes in sensors, command and control and precision weapon solutions to protect allied ships and sailors around the world. 

 

This role is eligible for a Sign-Bonus. 

 

What You Will Do 

  • Professionally represent Raytheon on contractual transactions and work closely with customers to develop business relationships

  •  Work in a fast-paced and dynamic environment, partner with Programs and cross functional team members to develop creative solutions and resolve contractual matters

  • Effectively communicate with internal and external customers to establish mutually beneficial relationships and influence business decisions

  • Partner with Key Program Functions in the analysis of Requests for Proposal (RFP), development of proposals, proposal reviews and coordination, negotiation, contractual agreements, contracts implementation, as well as general contract administration

  • Conduct timely and effective negotiations and resolution of customer issues to maximize key financial metrics

  • Investigate and resolve complex contractual matters by applying astute critical thinking, gathering detailed information, seeking creative contracting techniques, and proactively collaborating with relevant stakeholders Provide strategic advice and guidance on numerous contractual rights/ obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes

  • Multi-task routine and complex contract and proposal activities while responding to unplanned quick response requirements as they emerge

  • Minimal domestic travel  

 

Qualifications You Must Have 

  • Typically requires University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum of 5 years of experience 

  • Active and transferable Top Secret/SCI U.S. government issued security clearance is required prior to start date

  • Experience with U.S. Government contracts under the Federal Acquisition Regulations (FAR), and / or Defense Federal Acquisition Regulations Supplement (DFARS)

  • Experience as a Contracts Lead and/or direct engagement with external customers 

 

Qualifications We Prefer 

  • Experience with administration and negotiation of complex proposals and contracts to include commercial contracts 

  • Experience working Sole Source Proposals, subject to the Truthful Cost or Pricing Data Act (commonly known as the TINA) 

  • Strong interpersonal skills to work effectively with cross-functional internal and external stakeholders, including customers and leadership teams 

  • Demonstrated ability to work within a team environment and develop effective relationships with internal and external customers based on respect and trust 

  • Mature judgment, proactive involvement in strategic issues and problem resolution skills

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
