Role Purpose

Quest Alliance is looking for a Specialist – Career Pathways & Industry Systems to strengthen learner transitions from vocational training into meaningful work.

The role will support the design and strengthening of multiple career pathways including wage employment, apprenticeships, self-employment, green careers, and emerging livelihood opportunities. The individual will work closely with employers, training institutions, state teams, and internal stakeholders to strengthen industry engagement models, improve transition systems, identify emerging opportunities, and generate insights that improve learner outcomes.

The role sits at the intersection of Industry Engagement, Meaningful Work Transition, Future Skills, and institutional strengthening. It combines ecosystem building, systems improvement, labour market understanding, and operational excellence.

Key Responsibilities
1. Career Pathways Development
  • Identify and strengthen multiple pathways that support learner transitions, including jobs, apprenticeships, self-employment, green careers, gig work, and emerging sectors.

  • Support the development and testing of pathway models that improve learner access to opportunities.

  • Track emerging trends in careers, livelihoods, and workforce transitions.

  • Contribute to frameworks related to quality of work, transition readiness, and career progression.

  • Support pilots and innovations that expand pathway opportunities for learners.

2. Industry Engagement & Ecosystem Building
  • Build and maintain relationships with employers, industry associations, sector skill councils, chambers of commerce, and ecosystem partners.

  • Develop long-term industry engagement approaches that move beyond transactional placement relationships.

  • Support the creation of industry advisory groups, employer forums, mentorship opportunities, workplace exposure initiatives, and apprenticeship pipelines.

  • Identify opportunities for collaboration between training institutions and industry partners.

  • Strengthen the value proposition for employers engaging with ITIs, VTIs, and other training ecosystems.

3. Labour Market Intelligence & Opportunity Mapping
  • Develop an understanding of local and regional labour market trends.

  • Identify growth sectors, emerging occupations, and changing skill requirements.

  • Gather insights from employers and ecosystem stakeholders regarding workforce needs.

  • Support the translation of labour market insights into recommendations for program design, learner support, and stakeholder engagement.

  • Maintain a repository of sector and opportunity intelligence to support decision-making.

4. Transition Systems & Institutional Strengthening
  • Strengthen systems related to placement support, employer engagement, learner tracking, and transition monitoring.

  • Support institutions in building sustainable processes that improve learner transitions.

  • Identify opportunities for process simplification, standardization, and operational improvement.

  • Contribute to the development of tools, frameworks, SOPs, and capacity-building resources.

  • Support mainstreaming efforts by documenting and institutionalizing effective practices.

5. Data, Technology & Process Improvement
  • Work with Product, Data, and Program teams to improve transition-related systems and workflows.

  • Identify opportunities for digitization, automation, and better use of technology in transition processes.

  • Support the strengthening of outcome tracking and evidence collection systems.

  • Generate actionable insights from employer interactions, placement data, and field observations.

  • Contribute to innovation initiatives that improve transition outcomes at scale.

Required Experiences & Skills:

  • Minimum 10 years of experience in workforce development, livelihoods, skilling, industry engagement, employability, apprenticeship ecosystems, or related fields.

  • Experience working with employers, industry bodies, government institutions, or workforce ecosystems.

  • Demonstrated experience managing multi-stakeholder partnerships.

  • Experience strengthening systems, processes, or institutional capacities.

  • Familiarity with labour market trends and workforce development challenges.

  • Experience working with government skilling ecosystems, ITIs, VTIs, NSDC ecosystem partners, or training institutions is desirable.

Success in this Role Would Mean

Within 12–18 months, the individual has:

  • Strengthened industry engagement models across partner ecosystems.

  • Expanded and diversified learner opportunity pathways.

  • Improved institutional systems supporting learner transitions.

  • Generated actionable labour market and employer insights.

  • Contributed to stronger transition tracking, evidence generation, and process efficiency.

  • Supported innovation and technology-enabled approaches that improve learner transition outcomes.

Salary:

The pay band for the position starts at Rs. 77,000 per month (cost to company) (The salary offered will be commensurate with the experience and expertise of the candidate)

Skills Required
