White Pine Innovations is seeking a Management Analyst to support the Defense Security Cooperation University (DSCU) Brigadier General Charles Young Research, Analysis, and Lessons Learned Institute (DSCA Young Institute) (CY-RALLI): Contractor shall provide qualified personnel to support the research-based mission and training programs of the Brigadier General Charles Young Research, Analysis, and Lessons Learned Institute (CY-RALLI). The core focus of this support shall be research, analysis, learning practices, and the development of and knowledge products for the Security Cooperation (SC) workforce. The successful candidate will be highly knowledgeable in customer experience, stakeholder engagement, and program/financial management as well as possess excellent interpersonal and communications skills. Significant experience with and knowledge of the Defense Security Cooperation Agency is highly preferred.  

 

Roles and Responsibilities include but are not limited to: 

  • Conduct research and providing analytical support to DSCU faculty and staff. 
  • Lead and establish priorities for the vetting of content, product development, reviews, dissemination strategy, and coordination of stakeholders. 
  • Research findings and literature reviews from existing research materials, catalogs, and other diverse source findings. 
  • Actionable Analysis of the collected research and findings to identify the most relevant security cooperation information and translate findings into actionable indicators and evidenced based recommendations for improving outcomes. Identify information gaps and usability issues. Translate finding into practical products. 
  • Synthesize findings to identify the most relevant security cooperation information and translate into indicators to present in the Job Aids. 
  • Design and develop evidenced based Job Aids to include depictions of research findings to clearly present complex data. The anticipated quantity to Job Aids annually is 15-20 final products utilizing a cumulative total consisting of 35-45 verified data sources. 
  • Prepare, update, and manage Quarterly Knowledge Products Plan with final review of all products before dissemination. 
  • Coordinate guest speakers, panels, briefings and consultations with guidance from DSCU. 

Basic Requirements: 

  • Master’s degree in a related research field. 
  • 10+ years of experience in or supporting the US government. 
  • Must be a US Citizen with an active Secret Clearance or ability to obtain a favorable suitability adjudication, based on a Tier 3 background investigation. 
  • Research, storyboard, and prepare visual material for executive-level and academic presentations 
  • Establishes metrics and feedback loops to monitor how products contribute to workforce readiness and evidence-based decision-making, driving continuous improvement. 
  • Conduct research and analysis of SC workforce needs, gaps, lessons learned, and best practices to inform knowledge product development and curriculum planning across a 16,000-strong global SC workforce. 
  • Builds relationships with subject matter experts and practitioners to refine materials and ensure accuracy, usability, and relevance to the SC workforce. 
  • Strong client-facing communication and stakeholder engagement skills, including the ability to synchronize research and training priorities with government supervisors, functional leads, senior leadership, and partner organizations. 
  • Excellent oral, written, and interpersonal communication skills. 
  • Microsoft Office 365 (Excel, Word, PowerPoint, Teams, SharePoint) and AI proficiency. 

Desired Qualifications: 

  • Certification in Training Management 
  • Substantial experience within the Security Cooperation environment and requisite knowledge of management operations and stakeholders. 
  • Knowledge of Security Cooperation policies and regulations. 
  • Experience supporting DSCU, DSCA, or comparable defense security cooperation training, research, education, and institutional capacity-building 
  • Experience using process improvement, business process re-engineering, or automation approaches to improve research program performance.
