The Mainframe Software Developer will support the Texas Comptroller of Public Accounts (CPA) on the CAPPS STARR project and legacy mainframe application maintenance. This role is responsible for highly advanced software development and maintenance of CPA's legacy mainframe systems, including USAS, TINS, SPA, HRIS, SPRS, and related applications. The developer will participate in all phases of the software development lifecycle, from design and code review through testing and production deployment. The position also provides consultation on legacy system interface and data integration questions relevant to the CAPPS STARR project. The selected candidate must be adaptable, capable of working independently or collaboratively, and able to integrate new systems and platforms as needs evolve.

Responsibilities

  • Code requested changes in accordance with standards, guidelines, and design documents provided by CPA.
  • Participate in all phases of the software development lifecycle, including design, development, and code review.
  • Perform extensive code reviews and analysis, and produce written reports on findings relative to industry standards and best practices.
  • Coordinate testing and debugging activities, prepare test data, and interact with both technical and non-technical staff throughout the change coordination process.
  • Deliver tested, production-ready software solutions that meet strict availability, concurrency, and low latency requirements in a large-scale enterprise environment.
  • Identify and address product bugs, deficiencies, and performance bottlenecks in a timely manner.
  • Provide guidance and knowledge sharing to existing development staff, and support on-call programmer coverage as required.
  • Provide consultation on CAPPS STARR project matters, including legacy system interface questions, SPRS interfaces, and legacy data integration issues.
  • Develop processes and procedures for Application Services and turn high-level requirements into working systems through iterative and incremental development.
  • Support application decommissioning activities as required and stay current with evolving technologies, industry standards, and best practices.

Requirements

Minimum Qualifications

  • 7 years of experience making code changes in accordance with standards, guidelines, and design documents.
  • 7 years of professional experience in software development building production software systems.
  • 7 years of experience with IBM Enterprise COBOL for z/OS.
  • 7 years of experience with IBM DB2 for z/OS.
  • 7 years of experience with MVS/JCL.
  • 7 years of experience with data integration and data quality.
  • 7 years of experience with Software AG's NATURAL.
  • 7 years of experience coordinating testing, debugging, and preparation of test data, including interaction with technical and non-technical staff in the coordination of changes.
  • 5 years of experience with highly complex application security requirements.
  • 3 years of experience with at least one of the following Texas CPA Statewide Financial Systems: USAS, SPA, TINS, HRIS, or SPRS.

Preferred Qualifications

  • 5 years of experience with Texas Statewide systems and the CAPPS program.
  • 5 years of experience with CICS Web Services.
  • 5 years of experience with CONTROL-M for z/OS.
  • 5 years of experience with Computer Associates' Endevor for COBOL.
  • 5 years of public sector experience (Federal, State, or Local Government).
  • 5 years of proficiency with Microsoft Office products, including Outlook, Teams, Project, Word, Visio, Excel, and PowerPoint.
  • 5 years of experience designing and implementing secure RESTful web services.
  • 5 years of experience with code reviews, in-depth code analysis, and completing system documentation.
  • 1 year of experience with Jira.
  • 1 year of experience with Confluence.
  • 1 year of experience designing and building Microservices.

Additional Requirements

  • Candidate must be able to work collaboratively with Business Customers, Section Managers, Project Managers, Business Analysts, and Subject Matter Experts (SMEs) in a professional manner.
  • Candidate must possess strong written, verbal, and interpersonal communication skills, as well as strong problem-solving skills with the ability to multi-task.
  • All travel, per diem, parking, and/or living expenses are at the candidate's expense.
  • Work outside of normal business hours, including evenings, weekends, and holidays, may be required with advance coordination and pre-approval by CPA.

Work Location and Schedule

Location: Texas Comptroller of Public Accounts, LBJ State Office Building, 111 E. 17th Street, Austin, Texas 78711.

Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays.
Work Arrangement: Hybrid (on-site and telework).
