LTFC Program Director

The Children's Home of Poughkeepsie has been caring for children throughout the Hudson Valley for over 175 years! We strive to empower children and families to achieve optimal health and well being. We are currently seeking a Program Director to work in our UC LTFC Program.

Position Summary

The LTFC Program Director is responsible for program oversight and the delivery of services to Unaccompanied Children in the LTFC program. This position is responsible for enforcing policies and procedures to ensure program compliance with the cooperative agreement in addition to federal and state regulations and agency policies.  

SPECIFIC RESPONSIBILITIES:

1. Ensuring compliance with all policies and procedures as indicated by the Office of Refugee Resettlement (ORR) and state licensing, the Office of Children and Family Services (OCFS)
2. Provide oversight for all aspects of program the LTFC programs including: Case Management, Clinical, Medical, Educational, Life Skills Performance and Quality Insurance, Prevention of Sexual Abuse Compliance, Administrative Assistants, Recreation, Acculturation and Youth Services.
3. Ensuring the health, safety and wellbeing of all youth in the care of the program.
4. Oversight of all internal documentation, including the documentation of incidents in care
5. Ensure that Significant  incidents and emergency situations are reported and responded to in a timely manner and in accordance with OCFS and ORR expectations
6. Serve as a liaison between the program and other agency department directors, such as operations, information technology, human resources, fiscal and quality assurance to ensure staff, youth and the program have all of the resources they need.
7. Provide oversight and support to ensure that 40 hours of training is facilitated on an annual basis in accordance with ORR and OCFS required training topics.
8. Attend all agency mandatory training as scheduled, and must complete 40 hours annually of ORR (Office of Refugee Resettlement) training.
9. Reviews and accepts referrals for the program
10. Ensure that youth are enrolled in the public school in a timely manner and are receiving all qualified services
11. Oversee the development,  implementation and documentation of a Summer School program that ascribes to ORR policies and meets the academic needs of youth.
12. Ensure the application of a strong Life Skills Curriculum that teaches youth how to live more independently.
13. Responsible for reviewing the completion of initial intake, assessments, case reviews, and weekly case notes or productivity reports to meet programs and ORR deadlines.
14. Provides direct supervision and oversight for Case Management operations
15. Provides oversight for Clinical operations
16. Monitor the unification process to ensure a safe and timely release
17. Report and discuss cases with third party reviewers, clinical staff, and the Federal Field Specialist.
18. Coordinates the discharge or transfer of each child including post-release services

Schedule

35 hours per week, with rotating on call responsibilities.

Essential:  (Required)

1. Bachelor’s degree in education, psychology, sociology, or other relevant behavioral science degree
2. Five years of experience in child welfare administration or child protective services
3. Minimum of two years experience in program management or as a director of a licensed child care program
4. Related experience in a child welfare agency
5. New York State Driver’s License in good standing as determined by the Agency.

Non-Essential:  (Preferred)

1. Master’s Degree in  education, psychology, sociology, or other relevant behavioral science degree

2. Related Child Welfare and/or case management experience.
