Position: Logistics Specialist for International Programs, Logistics Analyst (Senior)  

Overview: ITC Defense is seeking a Senior Logistics Specialist for International Programs to support NAVSUP Weapon Systems Support (WSS) Joint Consolidation Point (JCP) operations in support of Foreign Military Sales (FMS), Building Partner Capacity (BPC), and Security Cooperation programs. This position provides senior-level Integrated Logistics Support (ILS) expertise to government customers supporting the planning, coordination, and sustainment of international logistics efforts throughout the defense acquisition lifecycle. The successful candidate will work in a dynamic government logistics environment, collaborating with Navy program offices, logistics professionals, and international stakeholders to support mission readiness and the successful execution of global security cooperation initiatives. 

Responsibilities: 

Support may include any combination of (but is not limited to) the following: 

International Logistics Support 

  • Support NAVSUP Weapon Systems Support (WSS) Joint Consolidation Point (JCP) operations supporting Foreign Military Sales (FMS), Building Partner Capacity (BPC), and Security Cooperation programs.  
  • Manage and coordinate FMS materiel support activities from receipt through final distribution to partner nations.  
  • Support logistics planning and execution throughout the acquisition and sustainment lifecycle.  
  • Coordinate international logistics requirements with Government Program Offices, FMS Case Managers, transportation providers, Original Equipment Manufacturers (OEMs), and partner nation representatives.  
  • Develop innovative logistics solutions supporting international program execution and sustainment.  

Integrated Logistics Support (ILS) 

  • Perform Integrated Logistics Support (ILS) analyses supporting acquisition and lifecycle sustainment efforts.  
  • Evaluate logistics supportability requirements for new and existing weapon systems.  
  • Support logistics planning related to provisioning, maintenance planning, supply support, technical data, support equipment, packaging, handling, storage, and transportation.  
  • Recommend process improvements that enhance logistics readiness, operational effectiveness, and lifecycle support.  

Supply Chain & Inventory Management 

  • Coordinate procurement, inventory management, transportation, warehousing, distribution, and materiel accountability activities.  
  • Monitor inventory accuracy and ensure proper documentation throughout the supply chain.  
  • Support material receipt, inspection, storage, consolidation, packaging, shipment, and distribution activities.  
  • Assist with transportation planning and shipment coordination supporting CONUS and OCONUS requirements.  
  • Identify opportunities to improve logistics efficiency while maintaining compliance with government requirements.  

Program & Logistics Analysis 

  • Analyze logistics, inventory, transportation, and supply chain data to identify trends, risks, and performance improvements.  
  • Develop logistics metrics, dashboards, reports, and executive-level briefings.  
  • Monitor program schedules, milestones, and logistics deliverables.  
  • Track corrective actions and recommend solutions to improve program execution.  
  • Support Program Management Reviews (PMRs), Integrated Product Team (IPT) meetings, Technical Interchange Meetings (TIMs), and other government reviews.  

Program Support 

  • Support the efforts of FMS Case Managers, Program Managers, Team Leads, and Government stakeholders throughout program execution.  
  • Assist with new business initiatives, proposal support, and FMS case development activities.  
  • Coordinate workload priorities among government and contractor stakeholders.  
  • Review logistics documentation, contracts, and project requirements to ensure program objectives are achieved.  
  • Maintain effective working relationships with Government customers, OEMs, suppliers, and logistics partners.  

Compliance 

  • Ensure compliance with applicable DoD, Navy, NAVSUP, NAVAIR, FMS, Security Cooperation, ITAR, export control, and company policies.  
  • Maintain accurate logistics records and supporting documentation.  
  • Support audits, inspections, and compliance reviews as required.  
  • Travel CONUS and OCONUS in support of program requirements.  
  • Perform other duties as assigned.  

Minimum Qualifications:  

  • Active Secret Security Clearance or the ability to obtain and maintain one, if required by the contract.  
  • Master's degree in Logistics, Supply Chain Management, Business Administration, Acquisition, Engineering, Operations Management, or a related field.  
  • Minimum of 10 years of progressively responsible experience supporting DoD logistics, acquisition, Integrated Logistics Support (ILS), or supply chain management programs.  
  • Minimum of 7 years of experience supporting U.S. Government contracts.  
  • Minimum of 5 years of experience supporting Foreign Military Sales (FMS), Building Partner Capacity (BPC), Security Cooperation, or other international defense logistics programs.  
  • Experience supporting NAVSUP, NAVAIR, or other DoD logistics organizations.  
  • Experience with inventory management, materiel accountability, transportation, distribution, and supply chain operations.  

Preferred Qualifications:  

  • Experience supporting NAVSUP Weapon Systems Support (WSS) and Joint Consolidation Point (JCP) operations.  
  • Experience supporting NAVAIR acquisition and sustainment programs.  
  • Knowledge of the Security Assistance Management Manual (SAMM) and DoD Security Cooperation processes.  
  • Professional certification such as Certified Professional Logistician (CPL), APICS/ASCM, Lean Six Sigma, or DAWIA.  
  • Forklift certification and experience supporting warehouse, material handling, or distribution operations.

Skills Required
