The Opportunity:
CACI is seeking an experienced Senior Consultant with deep PeopleSoft HRMS and Oracle E‑Business Suite (EBS) HCM expertise to support a large federal HCM modernization initiative. You will play a key role in migrating federal civilian employee records from legacy HR platforms into Oracle Fusion Cloud HCM—supporting multiple agencies and delivering enterprise‑grade data conversion solutions.
This is an opportunity to influence a high‑visibility modernization program, solve complex data challenges, and directly contribute to transforming federal HR operations.
This role is primarily remote with up to 10% travel for agency migration activities.
Responsibilities:
Develop SQL and PL/SQL extraction programs to export employee data from PeopleSoft HRMS and Oracle EBS HCM, including demographics, job history, positions, compensation, and benefits.
Analyze agency‑specific configurations and customizations to produce detailed data mapping documents aligned to Oracle Fusion HCM HDL formats.
Build PeopleSoft Application Designer and Application Engine routines to support repeatable extract processes for mock migrations and production cutover.
Design and implement Oracle EBS HCM concurrent programs and extraction packages ensuring complete HR, payroll, and benefits data export.
Create SQR reports and validation queries to ensure extraction accuracy, completeness, and EHRI compliance.
Conduct data profiling to evaluate data quality, identify gaps, and determine custom handling requirements.
Maintain PeopleSoft and EBS legacy environments used for extraction development (schema refreshes, access, performance tuning).
Collaborate with agency system administrators to understand customizations, integrations, and data dependencies impacting extraction sequencing.
Execute reconciliation processes comparing legacy system data with extraction outputs to ensure zero data loss.
Document extraction processes, agency‑specific mappings, and known data issues following SAFe Agile artifact standards.
Support agency cutover events by running final extracts, validating outputs, and troubleshooting issues under tight deadlines.
Apply established best practices to resolve technical challenges and contribute knowledge to team repositories.
Communicate clearly with project stakeholders, participate in Agile ceremonies, and support coordinated delivery across workstreams.
Qualifications:
Required:
Must be able to obtain and maintain a Public Trust clearance (U.S. Citizenship required).
Bachelor’s degree and 5 years of related experience (additional experience may substitute for degree).
5+ years of experience in database development, data extraction, or database administration supporting enterprise HR systems.
3+ years hands‑on experience with PeopleSoft HRMS (Application Designer, Application Engine, PeopleCode, SQR) and/or Oracle EBS HCM (concurrent programs, PL/SQL packages, HR tables).
Strong SQL/PL‑SQL skills with experience writing complex queries against large HR datasets (100K+ records).
Experience with data mapping for system migrations.
Solid knowledge of HR data domains (employee demographics, job history, positions, compensation, benefits).
Experience in data validation, profiling, and data quality assessment.
Familiarity with Agile/SAFe and iterative migration processes.
Desired:
7+ years of legacy HR data extraction and migration experience within federal government modernization programs.
Expertise with PeopleTools 8.5x, Component Interface, Integration Broker.
Oracle DBA (OCP) certification.
Experience with EHRI data standards and federal personnel data reporting.
Hands‑on experience with Oracle Fusion HDL and HSDL formats.
Knowledge of federal HR data elements (NOA codes, SF‑50 data, position classification).
Experience supporting large‑scale migrations (500K+ records) across multiple legacy systems.
Familiarity with Oracle Integration Cloud (OIC) and Oracle Cloud Infrastructure (OCI).

The proposed salary range for this position is:
