Key Responsibilities:
- Provide legal interpretation and regulatory guidance for complex, multi‑line and multi‑state insurance product filings where statutory requirements are nuanced, evolving, or conflicting.
- Assess regulatory requirements impacting Employee Benefits, Protection, and Retirement products, including state‑specific deviations and emerging statutory markets.
- Partner with Regulatory and Compliance Analysts to evaluate regulatory bulletins, trends, and filing objections for legal impact and potential risk exposure.
- Lead legal positioning for state filing objections, conditions, and negotiations to prevent or minimize product launch delays.
- Support escalation strategies for complex filing objections requiring specialized regulatory legal judgment, coordinating with centralized Legal as appropriate for enterprise‑level risk or precedent.
- Advise on filing strategy, sequencing, and state prioritization in partnership with filing leadership and consulting resources when applicable.
- Translate legal and regulatory requirements into clear, actionable guidance that informs product design, pricing, filing strategy, and operational implementation for Product, Actuarial, Forms, Information Technology, and Operations teams.
- Identify legal and regulatory risks early in the product development lifecycle to support informed product design and rollout decisions.
- Collaborate with filing operations to ensure regulatory submissions align with approved pricing, plan design, and system configuration.
- Serve as an internal subject matter expert on product filing legal issues, reducing reliance on external legal escalation.
- Contribute to the evolution of the filing function from a reactive support model to a strategic enabler of compliant growth.

- Proficiency with regulatory filing systems, including the System for Electronic Rate and Form Filing (SERFF) and I‑FILE.
- Strong judgment and risk assessment capabilities in product filing and regulatory interpretation contexts.
- Effective written and verbal communication skills, including the ability to influence cross‑functional stakeholders.
- Strategic mindset with a focus on enabling compliant growth and speed to market.
- Ability to manage ambiguity across varying state requirements and evolving regulatory landscapes.
Minimum Requirements:
- Juris Doctorate (JD) degree from an accredited law school.
- Minimum of 8 years of legal or regulatory experience interpreting insurance statutes, regulations, and filing requirements across multiple states.
- Demonstrated experience providing legal or regulatory guidance in complex, highly regulated environments.
- Experience supporting insurance product filings, particularly within Employee Benefits, Life, Disability, or related product lines.
- Experience working cross‑functionally with Product, Actuarial, Compliance, and Operations teams.
- Strong ability to apply sound legal judgment to complex product filing and regulatory interpretation issues.
Preferred Qualifications:
- Experience leading or influencing filing strategy for multi‑state insurance products.
- Familiarity with state insurance department interactions, including filing objections and negotiations.
- Prior experience serving as an internal regulatory or legal subject matter expert for product filings.
- Ability to support enterprise‑level risk considerations and precedent‑setting regulatory issues.
- Experience contributing to process improvement or functional transformation initiatives within filing or compliance organizations.
