Lead Policy Analyst / Senior Policy Analyst, Prudential Advisory Division
[What the role is]
The Prudential Policy Department (PPD) fosters a sound and dynamic financial sector through prudential policy formulation.[What you will be working on]
Within PPD, the Prudential Advisory Division (PAD) formulates deposit insurance policies that support the orderly resolution of failing banks, with the aim of maintaining financial stability and protecting small depositors. You will help ensure that the deposit insurance framework strikes the right balance across competing policy considerations, and that its implementation processes run smoothly.
We also work with colleagues across PPD to design and implement the capital framework for banks, focusing on the eligibility of capital instruments (such as Additional Tier 1 instruments) and disclosure requirements. This work is grounded in the international Basel III regulatory framework and spans research and analysis, drafting legislative amendments, and engaging with banks on regulatory queries.
Beyond domestic policy work, we support senior management's participation in international fora — principally the Basel Committee on Banking Supervision and the Financial Stability Board. In this capacity, you will contribute to international policymaking on banking prudential issues and broader financial stability risks, while advocating for Singapore's interests. Work at these fora may touch on emerging or cross-cutting issues that do not fall neatly within any single department's remit. As the home of banking prudential policy in MAS, PAD takes the lead in coordinating and advancing Singapore's positions on such issues. Through this work, you will deepen your understanding of international dynamics and emerging risks, and how regulation is used to address them, while building close working relationships with colleagues across MAS. The role will also sharpen your writing, analytical, and interpersonal skills.
Successful candidates will be assigned a portfolio covering a subset of these responsibilities.

The following would be an advantage:
A keen interest in Basel III, banking crisis management, international policy dynamics, and emerging issues in the financial and regulatory space.
A healthy scepticism and ability to stress-test assumptions - particularly useful when imagining adverse scenarios to craft robust deposit insurance policies.
An enjoyment of coordination work, stakeholder engagement, and staying current on banking regulatory and supervisory developments.
Good knowledge of banking operations and financial risks.
Have a basic level of AI literacy, or at least a willingness to learn and apply AI tools in the course of their work
A background in finance and/or accounting is preferred but not essential, provided you bring the qualities above.
