The Opportunity:
The Lead Financial Management Functional Manager shall have a background in accounting, finance, business administration, management information systems, or a related field, and relevant master-level operational and technical experience in Department of War (DoW) financial management. This individual is responsible for serving as a designated Subject Matter Expert (SME) to lead financial system configuration, Business Process Reengineering (BPR), and cross-discipline integration for the implementation. This position bridges the gap between complex government financial requirements, transportation execution, and automated information system configurations. To facilitate frequent regular, in-person meetings, briefings, and collaborative sessions, the Lead Financial Management Functional Manager must be permanently assigned to the local commuting area of Scott AFB.

Qualifications:

Required:

            Demonstrated experience specifically in DoW financial management.
            Demonstrated ability to lead financial system modernization initiatives and BPR activities to align system capabilities with DoW financial policy.
            Proven experience translating government financial business processes into Epic, Feature, and User Story requirements within an Agile development framework (such as SAFe).
            Demonstrated expertise in governing financial master data elements, including trading partner agreements, lines of accounting (LOA), billing rates, and federal/DoD financial data standards.
            Direct experience managing obligational and reimbursable funding authority, to include validating funding availability and enforcing correct line of accounting (LOA) usage by purpose, time, and amount during planning and execution.
            Demonstrated technical understanding of the data exchanges, interfaces, and reconciliation processes required to link feeder systems with official DoW accounting systems of record.
            Proven ability to identify and resolve complex DoW financial management deficiencies, streamline business processes, and provide authoritative, audit-compliant guidance to government financial leads.

            The Lead Financial Management Functional Manager must hold a recognized financial management certification (e.g., CDFM, CGFM, or equivalent) as well as an active Scaled Agile Framework (SAFe) certification.
Desired:
            Direct experience mapping agile requirements (epics, features, and stories) to SAP standard capabilities and configurations to maximize out-of-the-box functionality and minimize custom code is preferred.
            Demonstrated expertise configuring SAP master data to strictly align with the Standard Financial Information Structure (SFIS), United States Standard General Ledger (USSGL), and DoW line of accounting (LOA) standards is preferred.
            Hands-on implementation experience with SAP S/4HANA, specifically utilizing the Universal Journal and configuring Finance (FI), Controlling (CO), and Funds Management (FM) modules is preferred.

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$82,100-$172,400
