Job Summary

With general autonomy, the Operations Manager holds responsibility for the administrative and operational leadership of LOGCAP Program.  Serving as an Operations Manager for LOGCAP V U.S. European Command (EUCOM) combatant command Task Order(s), this role involves supporting all sites within the Task Order and contributing to the startup of new sites, transition and demobilization of sites/services. The Operations Manager conducts analyses of operational performance, monitors performance indicators, and stays current on all operational issues affecting the Task Order.  Coordinates with the Program Management Office (PMO) for information and reports; and supports and assists Task Order Management in the performance of their responsibilities. Key responsibilities include ensuring the PMO receives timely, accurate, and relevant information related to the EUCOM Task Order(s) and overseeing and coordinating all operations functions within the EUCOM Task Order(s). This position operates under the direct supervision of the Task Order Manager or their designee, with a dotted-line reporting relationship to the Army & Strategic Programs Senior Operations Manager. The role is responsible for executing Operations Management duties, including oversight of internal and external reporting requirements, preparation activities for transitions, new project start-ups, and demobilizations.

Roles and Responsibilities

  • Must be cognizant of all facets of base life support and logistics operations. This individual organizes and oversees the activities of both standing and ad hoc teams and working groups.
  • Possesses experience in the use of Maximo system and the Microsoft Office suite of software, and is capable of learning and applying additional software applications.
  • Must be proficient in the Program Management Office (PMO) Operations Desktop Operating Procedures (DOP), including but not limited to: Employee Messages, Incident Reporting Requirements, Crisis Management Action Team protocols, Situation Reports (SITREPs), Aircraft Accident/Incident Emergency Response Plans, and the Master Schedule of Work. This level of proficiency aligns with the military standard of executing and adhering to established battle drills, reporting procedures, and operational readiness tasks.
  • Executes assignments as an Operations leader and carries out a broad range of coordination activities in support of the Task Order Manager and the PMO. Key duties include managing contractual reporting requirements and overseeing personnel assigned to Operations, cross-functional coordination, preparation and deployment for new project start-ups, transition activities, and demobilizations.
  • Attends and documents meeting minutes for distribution through SharePoint After Action Report (AAR)/Memorandum for Record (MFR) platform.
  • Perform other duties as assigned.

Basic Qualifications (Required Education, Experience, Skills, and Certifications)

  • Requires a High School Diploma or equivalent.
  • Proficiency in both written and spoken English is required
  • Must have 3+ years overseas deployment experience on a LOGCAP assignment specifically in an operations management role
  • Minimum one-year previous Senior Operations Coordinator experience or equivalent Military experience
  • Previous experience in personnel management
  • Requires extensive working knowledge of Microsoft Office (Word, Visio, PowerPoint, Outlook, Excel, Teams, etc.)
  • Must possess general understanding of LOGCAP concept of operations to include Performance Work Statement (PWS) and associate technical exhibits
  • Experienced in using SharePoint
  • Must possess passport book (not passport card) with at least 15 months of remaining validity AND with at least six blank visa/stamp pages remaining
  • Must possess driver’s license with at least six months of remaining

Preferred Qualifications (Preferred Education, Experience, Skills, and Certifications)

  • Skills required for this job are typically acquired through the completion of an undergraduate degree and 3+ years of experience, or equivalent work experience in lieu of degree
  • Possesses experience in the use of Maximo system and the Microsoft Office suite of software, and is capable of learning and applying additional software applications
  • Capable of working with and developing Power BI Dashboards
  • Knowledge of Appian system
  • Familiarity with the development of Basis of Estimate (BOE)
  • Master Schedule of Work (MSOW) knowledge and hands-on experience required
