Job Summary:
TechnoServe is seeking an experienced private sector development professional to lead enterprise growth and investment-readiness activities under the Green Value for Growth (GV4G) programme.
The Large Scale Private Sector & Investment Development Manager will oversee a team delivering business advisory and technical assistance services to small, medium, and large agribusinesses. The role will focus on helping businesses strengthen operations, improve investment readiness, access finance, and expand inclusive business models that create economic opportunities for smallholder farmers and rural entrepreneurs.
The successful candidate will combine strong commercial acumen, leadership experience, and knowledge of agribusiness value chains to drive business growth and facilitate investment opportunities across Mozambique.
Program Overview: GV4G is a five-year European Union (EU) Global Gateway initiative supporting Mozambique to build a greener, more competitive, and climate-resilient agribusiness sector. The programme focuses on transforming the soy, cashew, and coffee value chains in Central and Northern Mozambique through private-sector–led investment, regenerative agriculture, agroforestry, expanded local processing, and stronger market systems. By 2031, GV4G aims to mobilize approximately €26.8 million in public and private investment and benefit more than 44,000 farmers, enterprises, and commercial farm businesses while strengthening compliance with EU market requirements.
Using a market systems-based approach, GV4G integrates landscape restoration, value chain upgrading, enterprise development, and policy reform to create sustainable and inclusive economic growth. The programme strengthens production systems through climate-smart practices and digital tools, expands access to finance and business development services for small- to medium-sized enterprises (SMEs)—particularly those led by women and youth—and improves the enabling environment for green investment and trade.
GV4G is executed by a consortium and the Embassy of the Kingdom of the Netherlands (EKN) serves as the EU’s delegated implementing partner for this Action.
Primary Functions & Responsibilities:
Strategic Leadership
- Lead the implementation of enterprise development and investment-readiness activities.
- Provide strategic direction to ensure high-quality programme delivery and achievement of targets.
- Contribute to programme planning, reporting, learning, and adaptive management.
Enterprise Development & Technical Assistance
- Oversee the design and delivery of business advisory services to SMEs and larger agribusinesses.
- Support businesses to improve performance, strengthen operations, and pursue growth opportunities.
- Lead technical assistance for larger agribusinesses to develop inclusive sourcing, supply chain, and investment strategies.
- Ensure support services respond to business needs and align with investor expectations.
Investment Readiness & Access to Finance
- Guide businesses through investment-readiness processes, including business planning, financial analysis, and investor engagement.
- Support the development of investment opportunities and financing pathways for high-potential enterprises.
- Collaborate with investors, financial institutions, and development partners to facilitate access to capital.
Team & Stakeholder Management
- Lead, mentor, and develop a multidisciplinary team of business advisors.
- Manage consultants and external technical assistance providers.
- Build strong relationships with private sector partners, investors, government stakeholders, and programme partners.
Basic Qualifications:
- Bachelor’s degree and at least 7 years of relevant experience, or Master’s degree and at least 5 years of relevant experience.
- Experience in agribusiness, private sector development, management consulting, investment, or donor-funded economic development programmes.
- Demonstrated experience supporting business growth, enterprise development, and/or investment readiness.
Required Languages: Excellent oral, written, and interpersonal skills, including fluency in Portuguese and English.
Travel: Up to 50%.
Preferred Qualifications:
- Experience working in Mozambique in relevant sectors preferred.
- Prior strategy consulting experience at a top-tier firm.
- Knowledge and experience of working alongside impact investors and/or financial institutions.
- Prior experience and demonstrated ability to work with government and donor organisations.

- Demonstrated ability to manage executive teams, manage direct reports and/or subcontractors.
