SUMMARY OF DUTIES


Reporting to the Supervisor, Development Charges, Programs & Policies, the Financial Coordinator – Development Charges, Programs & Policies is responsible for the administration, analysis, and continuous improvement of financial programs, funding agreements, development securities, and growth-funding tools. The Financial Coordinator manages assigned projects and supports Senior Financial Analysts to support program administration, improvements and organizational priorities.


The role designs, implements, and maintains operational processes, tools, and controls that support compliance, financial stewardship, and effective program delivery. The position provides financial analysis, reporting, project coordination, and stakeholder support while contributing to the transition of manual processes to standardized, workflow-driven solutions.


GENERAL DUTIES


Programs and Policy

  • Serve as the primary point of contact for assigned funding and agreement portfolios
  • Design, implement, and maintain operational processes, tools, and controls supporting the City's development securities and related cash payments portfolio.
  • Lead the administration of Federal, Provincial, Municipal, and third-party funding agreements, including development of supporting processes, monitoring activities, and reporting requirements.
  • Assess processes and controls, identify risks and improvement opportunities, and maintain supporting procedures, documentation, and workflow requirements.
  • Respond to changing program, legislative, and operational requirements by identifying the need for and implementing process and system improvements.
  • Design, implement, and maintain operational processes and controls supporting administration of the City's Canada Community-Building Fund (CCBF) portfolio, ensuring compliance with funding requirements and reporting obligations.
  • Coordinate project activities, stakeholder communications, and reporting requirements for assigned initiatives.
  • Support development, monitoring, and reporting of agreements and funding commitments while tracking deliverables and timelines.

Administration

  • Administer development securities, development charge, and other growth-funding processes, including calculations, tracking, agreements, remittances, journal preparation, reconciliations, and reporting.
  • Monitor and forecast reserve balances and provide supporting analysis and reporting.
  • Administer funding agreement processes, including eligibility review, funding allocation, journal preparation, and reporting requirements.
  • Maintain accurate financial records and supporting documentation to ensure transparency, audit readiness, and compliance with established procedures.

Continuous Improvement and Systems Support

  • Support the transition of manual and spreadsheet-based processes into standardized, workflow-driven solutions within corporate systems.
  • Participate in process mapping, workflow design, testing, implementation, and system enhancement initiatives.
  • Identify opportunities to improve efficiency, data quality, reporting tools, operational tracking, and control effectiveness.

Analysis and Reporting Support

  • Prepare reports to meet municipal, funding agency, and program reporting requirements.
  • Extract, organize, and analyze data to support monitoring, forecasting, reserve management and program performance reporting.
  • Provide information and analysis to support budget, Council, and management reporting requirements.

Collaboration and Stakeholder Engagement

  • Maintain effective working relationships with internal departments and external stakeholders to support program administration and financial processes.
  • Respond to inquiries and provide timely information regarding portfolio requirements, agreements, and processes.
  • Support preparation of presentations and communication materials and present information to various audiences as required.

Performs other duties as assigned which are directly related to the responsibilities of this position

QUALIFICATIONS

  1. Advanced knowledge of accounting (GAAP), budget and related financial procedures normally acquired through the completion of a University Degree in Business Administration, Commerce, Economics or an equivalent combination of education and relevant work experience.
  2. Experience supporting financial analysis, reconciliations, reserve monitoring, financial reporting, and budget processes. Knowledge of municipal development processes and growth-funding tools is an asset.
  3. Must have an understanding of and be able to interpret financial statements. Experience in a municipal environment would be an asset.
  4. Advanced Excel and financial systems skills, including the ability to analyze data, build models, and recommend practical solutions.
  5. Demonstrated ability to communicate financial and technical information clearly using written, verbal, or presentation-based formats appropriate to the audience.
  6. Demonstrated ability to maintain accuracy, organize information, and manage competing priorities in a deadline-driven environment.
  7. Proficiency with Microsoft 365, ERP, budget, reporting, and related business systems, with experience supporting process and procedure development.
  8. Good knowledge, understanding and ability to interpret statutes and regulations relevant to the department/section.
