This is an assessment engagement, not an implementation. You will not build, configure, integrate, remediate, or operate anything. You will examine what has already been built, review the evidence, interview the people who built it, and reach independent, defensible conclusions for executive leadership. Deliverables include an assessment management plan, an initial assessment report, recurring status briefings, per-domain assessment reports, readiness assessments, an executive briefing, and a final assessment report.

Required
- 10 or more years managing programs or projects on large public-sector information technology initiatives
- Direct IV&V, program assurance, or independent quality assurance experience on at least one enterprise program. This is not negotiable for this role.
- Has owned a client relationship and formal deliverable acceptance on a fixed-deliverable consulting engagement
- Rigorous evidence and artifact management — maintaining document request logs, tracing every finding back to its source artifact, and documenting a risk-based sampling approach
- Strong writer and editor. This person edits every deliverable before it leaves the team.
- Able to coordinate senior peers without formal authority over them
- State government experience, particularly in transportation, motor vehicles, licensing, or another high-volume public-facing agency
- Experience preparing reports for a legislature, oversight committee, or state auditor
- Project Management Professional (PMP) certification, or equivalent
