Position Summary

The Information Technology Manager oversees, maintains, and secures the comprehensive information technology infrastructure of our community health center network. In this hands-on leadership role, you will be responsible for day-to-day IT operations across multiple clinical and administrative sites. You will ensure continuous system availability, robust cybersecurity defenses, strict HIPAA compliance, and seamless integration with our eClinicalWorks Electronic Health Record (EHR) systems. This role bridges IT strategy and daily technical support to help deliver high-quality patient care to underserved populations across Western New York.

Key Responsibilities

1. Infrastructure Management & Operational Continuity

  • Network Infrastructure: Maintain, troubleshoot, and optimize local area networks (LAN), wide area networks (WAN), Wi-Fi topology, and secure VPNs for all sites and remote users.
  • Lifecycle Hardware Management: Supervise the deployment, configuration, tracking, and maintenance of all hardware, including physical servers, virtual machines, workstations, laptops, and mobile devices.
  • Telecommunications: Manage enterprise telecommunications infrastructure, including VoIP phone systems, call center routing, and digital communication tools.
  • Vendor & Contract Relations: Oversee relationships with third-party vendors, manage service level agreements (SLAs), and handle procurement for all IT equipment, software licenses, and cloud-based services.

2. Clinical Systems, EHR, & Reporting Support

  • EHR Optimization: Collaborate with clinical teams to maximum uptime, system speed, data security, and workflow optimization of the eClinicalWorks Electronic Health Record (EHR) and Practice Management (PM) systems.
  • Interoperability: Ensure seamless data exchange and interface connectivity (HL7/FHIR) between the eClinicalWorks EHR, laboratory systems, digital dental imaging, and external health information exchanges (HIEs).

3. Cybersecurity & Risk Management

  • Regulatory Compliance: Maintain rigorous HIPAA and HITECH compliance across all technical infrastructures to ensure the security of patient PHI.
  • Defensive Controls: Manage firewalls, endpoint detection and response (EDR), intrusion detection systems (IDS), regular patch management, and strict multi-factor authentication (MFA).
  • Security Assessments: Conduct regular internal vulnerability assessments and oversee the Security Risk Assessment (SRA).
  • Disaster Recovery: Maintain, routinely test, and update the organization’s IT Disaster Recovery (DR) and Business Continuity plans to minimize downtime during outages or emergencies.

4. IT Service Delivery & Team Leadership

  • Team Supervision: Lead a small team to establish clear performance expectations and foster a collaborative, service-oriented culture.
  • Escalation Point: Act as the escalation point for complex technical issues, providing hands-on engineering and troubleshooting support alongside the team when required.
  • Staff Training: Develop, execute, and track ongoing cybersecurity awareness training and basic technical onboarding for clinical and administrative staff.
  • Adaptive Operations: Perform other duties, projects, and tasks assigned to support changing clinical and organizational needs.

Qualifications & Skills

Core Requirements

  • Education: Bachelor’s degree in IT, Computer Science, Cybersecurity, or equivalent technical experience.
  • Experience: 3–5 years in IT management with at least 2 years in a regulated healthcare environment (FQHC, hospital, or medical practice).
  • Compliance: Robust working knowledge of HIPAA, HITECH, and standard healthcare compliance frameworks

Technical Competencies

  • Systems & Cloud: Advanced administration of Windows Server, Active Directory, M365/Entra ID, and virtualization (VMware/Hyper-V).
  • Networking & Telecom: Hands-on experience with routing, switching, firewalls (SonicWall/Fortinet/Cisco), VPNs, VoIP systems, and virtual platforms.
  • Clinical Software: Direct experience troubleshooting major eClinicalWorks EHR/PM platforms and managing external health information exchange (HIE) interfaces.
  • Cybersecurity: Proven deployment and alignment with NIST/CIS frameworks, EDR/MDR solutions, multi-factor authentication (MFA), patch management, and Security Risk Assessments (SRA).

Additional Skills

  • Technical Translation: Ability to translate complex tech issues into simple, actionable language for non-technical clinical staff and executives.
  • Problem-Solving: Strong analytical skills to prioritize a shifting workload and manage competing priorities effectively.
  • Preferred Certifications: CPHIMS, CISSP, CCNA, Security+, or Microsoft Certified Expert.

Physical Demands:
Requires sitting, standing, walking, bending, and stooping. Evening work may be required.

Salary Range: $75k - $90k
