The IT Infrastructure Manager-_Senior leads end-to-end delivery of infrastructure operations supporting the SEC ISS contract and SEC OIT mission objectives. This role is accountable for reliable, secure operations across enterprise server, storage, messaging, and remote access services in hybrid on-premises and cloud environments. The manager oversees Tier 2 and Tier 3 support, incident response, and root-cause-driven service restoration in alignment with operational performance requirements. The position drives risk management, governance, and continuous service improvement to sustain availability, resilience, and user productivity.
PRIMARY RESPONSIBILITIES
Infrastructure Service Delivery Leadership
- Lead service delivery for all IT infrastructure operations, including server and storage management, messaging support, and remote access services.
- Direct operations across data center, cloud, and remote environments to maintain service availability, performance, and continuity.
- Ensure infrastructure services are executed in accordance with ISS contract objectives, SEC standards, and established service levels.
- Coordinate production changes, maintenance windows, and release support to reduce operational disruption.
Incident, Problem, and Escalation Management
- Manage Tier 2 and Tier 3 troubleshooting and escalation for complex infrastructure incidents and service degradations.
- Lead incident response activities, service restoration, and cross-team coordination during operational events.
- Oversee root cause analysis and corrective actions to prevent recurrence and improve long-term stability.
- Analyze incident trends and recurring issues to prioritize remediation and strengthen problem management outcomes.
Team Leadership and Cross-Functional Coordination
- Manage multi-discipline technical teams responsible for infrastructure operations and support delivery.
- Set priorities, assign resources, and enforce accountability for quality, timeliness, and operational outcomes.
- Collaborate with service desk, engineering, cybersecurity, and program leadership to resolve dependencies and delivery risks.
- Provide operational status, risk reporting, and performance updates to stakeholders and contract leadership.
Risk, Compliance, and Service Improvement
- Perform risk analysis and risk management for infrastructure services, including operational and continuity risks.
- Drive IT service improvement initiatives focused on reliability, response effectiveness, and customer experience.
- Ensure operational documentation and activities support compliance, audit readiness, and governance expectations.
- Support contingency and continuity planning activities by integrating lessons learned and recovery requirements into operations.
REQUIRED QUALIFICATIONS
Citizenship/Work Authorization: Must meet contract requirements.
Clearance: Ability to obtain and maintain SEC Public Trust (or higher if required).
Education: Bachelors in a relevant field (e.g., Information Technology, Computer Science, Engineering).
Required Certification: PMP Certification or equivalent.
Experience:
- 8+ years of experience managing and leading delivery of IT infrastructure operations.
- Experience managing multi-discipline technical teams in enterprise IT environments.
Technical Skills:
- IT infrastructure operations leadership across server, storage, messaging, and remote access domains.
- Tier 2 and Tier 3 troubleshooting, escalation management, and incident response.
- Root cause analysis (RCA), risk analysis/management, and IT service improvement.
- Service delivery management for enterprise infrastructure operations.
PREFERRED QUALIFICATIONS
- Experience supporting SEC or other U.S. federal civilian agency IT operations.
- ITIL 4 certification and practical experience with incident/problem/service level management.
- Experience in hybrid infrastructure operations supporting on-premises and cloud platforms (e.g., Microsoft 365 GCC, Azure, AWS).
- Experience with enterprise storage and virtualization operations (e.g., NetApp, VMware, backup/disaster recovery tooling).
- Experience supporting FISMA/NIST-aligned controls, audit remediation, and zero-trust implementation efforts.
- ITIL 4 Foundation
- CISSP (or Security+)
- Microsoft Certified: Azure Administrator Associate
WORK ENVIRONMENT / OTHER
Operational Support: May require participation in on-call or surge support activities depending on operational needs.
Location: Telework
Travel: As required per contract direction.
EDUCATION & EXPERIENCE
BA degree and 4 – 8 years of prior relevant experience or Masters with 2 – 6 years of prior relevant experience.
