Overview:
The Information Systems Manager provides IT leadership and technical expertise to INL Costa Rica. This role manages IT systems, ensures reliable services, and supports host-nation IT capacity-building. The position oversees IT projects, cybersecurity, troubleshooting, and technical training while coordinating with U.S. Embassy IMO and INL leadership.
Primary Responsibilities:
- Work independently with INL/Costa Rica leadership and COR.
- Maintain effective communication with INL leadership.
- Provide reporting (monthly, quarterly, annual) on IT activities and outcomes.
- Support bilateral agreements with technical IT assistance and training.
- Lead large IT projects and system deployments.
- Support approximately 30 INL Annex users.
- Coordinate with Embassy IMO for reliable communications and IT services.
- Maintain INL-owned systems, including security and upgrades.
- Monitor IT performance and recommend improvements.
- Brief INL leadership on IT issues.
- Coordinate IT development with Costa Rican entities.
- Advise programs on IT and cybersecurity.
- Conduct IT needs assessments and develop IT strategies/action plans.
- Identify vulnerabilities and implement solutions.
- Manage network integration and vendor assessments.
- Provide technical training and troubleshooting support.
- Develop disaster recovery procedures.
- Manage timelines for IT updates and migrations.
- Prepare cost-benefit analyses for upgrades.
Supervisory Responsibilities:
- None
Education and/or Experience:
- Local National (LN).
- University degree in IT, Telecommunications, or related field.
- Two (2) years IT/helpdesk experience.
- Two (2) years Microsoft Server/SQL experience.
- One (1) year IT management experience.
- Proficiency with Microsoft Office, MS Project, internal databases, and web development.
- Spanish FSI level 4/4; English FSI level 3/3.
Knowledge, Skills, and Abilities:
- RSO Certification required.
- Strong IT project management skills.
- Knowledge of cybersecurity and IT infrastructure.
- Strong troubleshooting and training abilities.
- Excellent organizational and problem-solving skills.
- Strong oral/written communication in English and Spanish.
- Ability to liaise with government and international partners.
- Ability to work independently with minimal supervision.
- Experience with U.S. Government agencies or international organizations.
- Knowledge of customer service principles for IT support.
.Certificates, Licenses, Registrations:
- Language – Foreign Service Institute (FSI) level 4/4 Spanish, English level 3/3.
Security Clearance:
- RSO Certification
Physical Demands:
Must be able to physically and medically perform in Costa Rica and in challenging environments. While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell. The employee must occasionally lift and or move up to 25 pounds.

Local and/or international travel may be required.
