Job Description

Sheladia Associates, Inc. is seeking an experienced International Traffic Technology Expert to support the Asian Development Bank (ADB)-funded Road Safety Improvement (Phase II) project in the Kyrgyz Republic.

Please note: This is a proposal-based position and recruitment is contingent upon project award and client approval.

Project Background

The Road Safety Improvement (Phase II) project supports the Kyrgyz Republic’s efforts to strengthen road safety engineering and institutionalize road safety auditing practices nationwide. The project includes safety assessments, deployment of innovative traffic safety technologies, development of technical methodologies, and implementation of road safety improvement measures.

Key Responsibilities

The International Traffic Technology Expert will provide technical expertise related to traffic safety technologies and intelligent road safety systems, including:

  • Assessing existing traffic safety technologies and identifying opportunities for modernization
  • Supporting specification, procurement, evaluation, and deployment of road safety technologies
  • Recommending appropriate tools and technologies for adoption in the Kyrgyz Republic, including:
    • AI-enabled video safety assessment systems
    • Traffic sensors
    • Road marking reflectivity measurement devices
    • Intelligent traffic monitoring systems
    • Road safety data integration tools
  • Supporting integration of traffic safety technologies with:
    • Road Asset Management Systems (RAMS)
    • Crash databases
    • iRAP tools
    • ITS platforms
  • Assisting in road safety assessments and audits of selected road sections and tunnels
  • Supporting pilot implementation of innovative traffic safety countermeasures
  • Contributing to development of technical methodologies and operational recommendations
  • Delivering workshops and technical training sessions for MOTC and stakeholders
  • Preparing technical reports, assessments, and implementation recommendations

Qualifications

Candidates should meet the following minimum requirements:

  • Bachelor’s or Master’s degree in transportation engineering, traffic engineering, ITS, civil engineering, or related discipline
  • Minimum 10 years of relevant international experience in:
    • Traffic control technologies
    • Road safety systems
    • Intelligent transportation systems (ITS)
    • Traffic technology deployment and implementation
  • Demonstrated experience specifying, procuring, and implementing traffic safety technologies within the Safe System approach
  • Familiarity with iRAP methodologies and road safety data systems
  • Experience on donor-funded infrastructure or transport projects
  • Experience in developing countries required
  • Experience in CAREC countries or Central Asia preferred
  • Strong analytical, reporting, and communication skills in English
  • Knowledge of Russian and/or Kyrgyz is considered an advantage

Preferred Experience

  • Experience integrating safety technologies with asset management systems
  • Experience supporting government road safety agencies
