Position Summary:
The Interim Regional Operations Manager for West Virginia is responsible for overseeing and optimizing operations across multiple locations within the state. This role ensures consistent execution of company standards, drives operational performance, and supports business growth throughout the region. Essential Job Functions:
- Oversee and manage operations across multiple locations within the assigned region under the guidance of the COO of Appalachia Operations;
- Ensure all sites meet company standards for quality, service, and performance
- Provides leadership for statewide employees, including providing motivation, conveying a sense of optimism, and role modeling ethical behavior;
- Manages external relationships with local and federal government officials, foundations, non-profits, organizations, grant officers, and other stakeholders;
- Supervises and coaches area leadership, ensuring they have the tools needed to run successful programs;
- Ensures a positive, collaborative, and inclusive working environment exists in all programs within their region;
- Participates with various community groups, representing WestCare as needed;
- Tracks revenue and expenses for the region, working closely with senior leadership and the Regional Accountant to manage budgets;
- Advocates for funding support for existing and new programs;
- Ensures all grants and contracts are properly administered, and adheres to all programmatic and financial reporting requirements;
- Makes hiring, disciplinary, and termination decisions in conjunction with the Regional HR Representative;
- Leads new business development efforts to grow programs and to meet local needs;
- Reviews funding opportunities and makes strategic decisions regarding program growth;
- Identifies compliance concerns and takes actions necessary to eliminate/minimize risks;
- Works collaboratively with the Foundation’s Research and Evaluation department;
- Supports regular agency and program evaluation, within the scope of focus, to measure effectiveness, impact, value, and sustainability;
- Works closely with the WestCare Foundation’s national departments including Finance and Accounting, HR, the Grants Division, the Office of the General Counsel, etc.;
- Assists other WestCare staff as needed to promote cooperation and portray a professional image to the community;
- Embraces and embodies the mission, vision, guiding principles, clinical vision and goals of WestCare Foundation;
- Performs any other duties as assigned.
Essential Qualifications:
Certifications/Licensures:
- Relevant certification(s) and/or licensure preferred; Preference will be given certified candidates;
- Valid driver’s license and the ability to obtain and maintain WestCare’s vehicle insurance
is required.
Education:
- Graduation from an accredited four-year college with a degree in Counseling, Criminal Justice, Social Work, Psychology or other field related to the position is preferred;
- High School Diploma or equivalent is required.
Experience and Competencies:
- Five (5) years of comparable leadership position with similar responsibilities required;
- Strong computer skills and proficiency in all Microsoft Office applications required;
- Ability to work well, both individually and as part of a team is required;
- Excellent verbal and written communication skills are required;
- Ability to motivate, supervise, and lead a large team of diverse professionals required;
- Ability to handle multiple projects simultaneously required;
- Ability to exercise good judgment and discretion required;
- Ability to forge and maintain positive working relationships required;
- Adherence to the highest standards of ethical conduct required;
- Ability to maintain a professional appearance and demeanor required;
- Previous experience in overseeing the activities of numerous employees in multiple sites is preferred.
Working Conditions:
- Work is primarily performed in an office or other indoor setting;
- Extensive outdoor activities and travel will be required;
- Regular and prompt attendance is required throughout employment.

- Requires seeing: Clarity of vision at 20 inches or less and at distance. This factor is required to complete paperwork for many of the employee’s essential job functions and to observe client behavior and activities in and out of the facility.
- The normal work routine involves no exposure to human blood, body fluids or tissues. However, exposure or potential exposure may be required as a condition of employment. Appropriate personal protective equipment will be readily available to every employee.

Skills Required
