The Digital Sector at Leidos currently has an opening for a Senior Manager supporting the HEITS Contract as part of the Department of Homeland Security (DHS) Insider Threat Program (ITP). This is an exciting opportunity to use your experience to manage a team of engineers and architects to support the sustainment, development, and advancement of the Insider Threat program. The ITP mission is to identify insider threats to the department by utilizing advanced analytics, monitoring, and data correlation which in turn help address and eliminate potential threat actors from compromising the DHS mission in safeguarding the homeland.
The selected candidate will oversee a team of 40 individuals who will be responsible for the following:
- Serving as the primary leader for the Insider Threat Program who works directly with senior government leaders in establishing priorities, tasking staff, and overseeing all functional execution efforts.
- Support all staffing and recruiting activities to ensure that the Insider Threat Program has sufficient and qualified personnel to support mission requirements.
- Work in partnership with the HEITS business operations team to ensure that all spend plans, EACs, and financial tracking is accurate and that financial reports are delivered to the customer in a timely manner.
- Oversee all cost estimation responses and cost projection analyses for the customer to support fiscal year budgetary planning.
- Ensure that staff located at adjacent agencies have proper supervision and that those customer stakeholders are actively engaged and supported.
- Provide recurring reporting as directed by the HEITS Senior Program Manager and the customer to provide full transparency on all execution activities.
- Support growth and business development, helping the Insider Threat Program expand, assume new scope, and increase revenue in ways that ensure value added services are delivered to the customer.
- Maintain strong and positive relationships with all customer stakeholders as the primary liaison between Leidos and all DHS Insider Threat Stakeholders.
- Escalate issues to the appropriate parties within the HEITS Functional Management team to ensure proper alignment to applicable Leidos policies.
- Document risks and issues and establish mitigation plans for all areas which may detrimentally impact the program.
- Grow personnel on the program to ensure that they have the ability to expand their skills while also providing higher quality services to the Insider Threat Mission.
Basic Qualifications:
- Bachelors degree and (8)+ years of prior relevant experience or Masters with (6)+ years of prior relevant experience
- Prior leadership responsibilities
- Excellent written and oral communication skills
- Experienced and adept at developing and maintaining technical documents, analyses, and reports
- Experienced with preparing and presenting briefings to senior customer management, and customer stakeholders
- Experience supporting Insider Threat Management Programs with an understanding in ITP behavioral dynamics.
Preferred Qualifications:
- Master’s degree from an accredited college or university in Cybersecurity, Criminal Justice, or related field Insider Threat Program discipline.
- Proven experience (10+ years) in managing/developing Insider Threat Programs.
- Experience with User Activity Monitoring products and platforms
- DHS EOD with Active SCI
- CI Polygraph (Active or Former)
- Experience with the DHS Insider Threat Program
- Experience with the CISA and/or ICE Insider Threat Programs
- Insider Threat Behavioral Analysis Experience
- Experience supporting Insider Threat Programs within the Intelligence Community and/or DoD.
- Certified Counter-Insider Threat Professional Fundamentals (CCITP-F)
