The Infrastructure and Application Support Manager is responsible for leading global infrastructure operations, systems administration, database administration, network operations, and enterprise application support across all Consular Affairs (CA) systems and services. This includes domestic data centers, domestic passport centers, visa processing centers, and overseas posts.
This role oversees Tier II and Tier III support for enterprise databases (Oracle, MS SQL Server), applications (web, client‑server, imaging/archiving, and specialized systems), and network infrastructure (LAN, WAN, MPLS, firewalls). The manager ensures that all enterprise infrastructure and applications meet defined service levels, directing geographically dispersed technical teams and guiding modernization efforts such as converged server/storage environments and cloud migrations.
Location: This position is located in the Arlington, Reston, Dulles, and Washington, DC area.
Key Responsibilities:
Lead global infrastructure and application support operations, ensuring stability, availability, and performance for CA enterprise systems and services.
Manage systems administration functions for Windows and Linux environments, including patching, configuration, and lifecycle operations.
Oversee Tier II and Tier III database administration for Oracle and MS SQL Server, including performance tuning, backup/restore, and high‑availability strategies.
Direct enterprise network operations, including LAN/WAN design and support, MPLS environments, firewall management, and network performance monitoring.
Provide senior leadership for enterprise application support, including web applications, imaging and archiving systems, client‑server tools, and specialized applications.
Coordinate support for domestic data centers, passport and visa center infrastructures, and overseas post environments.
Lead initiatives related to converged compute/storage systems and cloud migrations.
Ensure compliance with service level agreements (SLAs) and operational level agreements (OLAs); drive continuous improvement.
Maintain documentation, SOPs, technical diagrams, and operational knowledge bases.
Partner with program leadership to drive strategic planning, resource management, and modernization roadmaps.
Oversee technical teams across multiple locations, fostering cross‑functional collaboration and operational excellence.
Ensure adherence to ITIL best practices and SDLC methodologies
Required Qualifications:
BA/BS or equivalent experience and 12+ years of prior relevant experience. In lieu of degree, additional experience may be required.
Active TS clearance.
Current PMI/PMP certification.
7 years of experience managing infrastructure, systems, database, network, and application operations across multiple locations with geographically dispersed teams; similar in size, scope, and complexity.
5 years of hands‑on experience in Oracle and MS SQL Server database administration and management.
Demonstrated expertise in network operations, including LAN, WAN, MPLS, and firewall management.
Desired Qualifications:
Minimum 3 years of experience providing full lifecycle support and operations for Windows and Linux systems.
5 years supporting data center operations, including server farms, networking equipment, and enterprise storage solutions (e.g., Cisco routers/switches, firewalls, NetApp, Dell EMC).
Oracle Certified Professional (OCP) or Microsoft Certified Database Administrator certification.
Cisco Certified Network Associate (CCNA) or CompTIA Network+.
ITIL Foundation Level Certification Version 5 or higher.
Experience with SDLC processes and enterprise application support methodologies.
