Job Description
About the role
Our income-qualified program covers the full cost of energy efficiency upgrades for qualifying households (insulation, air sealing, heat pumps, duct work, and related health and safety repairs) at no cost to the homeowner.
The Program Specialist is the program's administrative backbone, supporting document management, file organization, data entry, and process improvement, while also helping customers and participants navigate the program from intake to completion.
You'll keep program information organized, accurate, and audit-ready; identify operational improvements; and work closely with the program team, community-based organizations, contractors, and internal departments.
Please note: Candidates must reside in Oregon or SW Washington. Remote role with occasional travel (up to 10%), primarily for quarterly team gatherings in Portland.
Responsibilities
Program Administration
General administration: day-to-day support including data entry and meeting prep.
Document management: organize and maintain participation records, reports, and process guides across SharePoint and other systems.
File and data cleanup: review records for accuracy, correct errors, remove duplicates, standardize naming/filing.
Systems support: test new features before rollout, support requirements gathering, assist with data QC, develop training tools and guides.
Continuous improvement: research customers, contractors, incentives, and program requirements; summarize findings for the team.
Special projects: support initiatives like process redesigns, operational improvements, and reporting tools.
Physical mailing: prepare and send physical mailings of program documents and HEA reports for customers without email access.
Program Navigation Support
Support customer and contractor communications via calls and email; guide participants through enrollment, participation, and follow-up.
Call center coordination: help field and route inbound calls and ensure inquiries are logged and directed appropriately.
Help customers navigate eligibility, documentation, and application/project status.
Coordinate with the program team, contractors, and community partners to keep projects moving.
Elevate participant and process challenges to support program development.
Qualifications
Strong attention to detail, organization, and problem-solving under deadlines.
Strong Microsoft Office skills (Excel, SharePoint, PowerPoint); Power BI a plus.
Strong writing and reporting skills.
Able to work independently and manage multiple priorities.
Strong communication skills with patient, compassionate phone/email etiquette.
Experience with customer service or program navigation (application, enrollment, or intake support).
2-5 years in nonprofit, residential contracting, community organizing, environmental advocacy, or similar fields.
Bilingual Spanish a plus.
Target Compensation: $49K–$55K
DOT Requirements
