White Pine Innovations is seeking an on-site Human Resources Specialist to support the Defense Security Cooperation University (DSCU) in Dayton, Ohio. The Human Resources Specialist is responsible for providing expert HR assistance, technical analysis, and expert advisory support to the DSCU Workforce Management Lead, Operations Chief, and Chief of Staff, ensuring compliance with OPM and DoD regulations, and strengthening HR practices across DSCU. Significant experience with and knowledge of the US government Security Cooperation program is highly preferred.

Roles and Responsibilities include but are not limited to:

  • Perform duties as a Human Resources Specialist in support of the DSCU.
  • Supports recruiting, interviewing, hiring, processing, and assignment support and follow up throughout the University, working in coordination with the DSCU HR office.
  • Strictly safeguard all Personally Identifiable Information (PII) and Controlled Unclassified Information (CUI).
  • Provide administrative and technical support to Government supervisors and managers for the full life-cycle of civilian recruitment actions. This includes developing and maintaining recruitment packages, tracking actions from initiation to completion, coordinating with stakeholders, preparing and reviewing documentation for completeness, maintaining trackers and historical metrics, and reporting on the status of all recruitment activities.
  • Tracking and notification of timelines for job announcements, certificates, interviews, selections, tentative offers, final offers, entrance-on-duty dates, and any aging or delayed actions.
  • Maintain and reconcile all position and manpower data for civilian personnel. This includes tracking authorized, filled, and vacant positions; maintaining organizational charts and related documents; identifying with the Government and coordinating the correction of data discrepancies within organizational systems; and supporting Government organizational and position-management reviews and restructuring activities.
  • Support in the preparation, tracking, and reporting on requests for personnel actions (RPAs). This includes monitoring appointments, promotions, reassignments, separations, and other transactions; maintaining status logs; reviewing documentation for
  • Support with the collection, consolidation, analyzing, and reporting on workforce data. This includes developing and maintaining reports, dashboards, and executive-level summaries on Government identified key performance indicators (e.g., staffing levels, vacancies, hiring timelines, attrition); identifying trends, gaps, and risks; supporting workforce forecasting and planning; and ensuring data integrity across workforce management systems.
  • Coordinate all administrative requirements for employee onboarding and off-boarding. This includes maintaining checklists, coordinating with relevant offices (IT, security, etc.), providing administrative information required documentation to new employees, and facilitating the return of Government property upon Gov employee separation.

Basic Requirements:

  • Bachelor's Degree in Human Resources or related field of study.
  • Minimum of 6 years of progressive HR experience with a strong emphasis on classification and position management.
  • Must be a US Citizen with an active Secret Clearance or ability to obtain a favorable suitability adjudication, based on a Tier 3 background investigation.
  • Possess the analytical expertise to translate complex workforce metrics, OPM standards, DSCA policies, and manpower data into high-quality, executive-level workforce summaries, strategic briefings, and dashboards that directly support leadership decision-making.
  • Strong communication and advisory skills, with the ability to clearly explain HR policies and actions and their organizational impacts to leadership and managers.
  • Strong client-facing communication and stakeholder engagement skills.
  • Excellent oral, written, and interpersonal communication skills.
  • Microsoft Office 365 (Excel, Word, PowerPoint, Teams, SharePoint) and AI proficiency.

 Desired Qualifications:

  • Substantial HR experience within the Security Cooperation environment and requisite knowledge of management operations and stakeholders.

Skills Required

  • Bachelor's degree in Human Resources or a related field
