The Human Resources Manager is responsible for leading the Human Resources function for Smith-Midland Corporation, a leading manufacturer of specialized precast concrete products, serving construction, transportation, and utility markets from its headquarters in Midland, Virginia and subsidiary plants in North Carolina and South Carolina. This role serves as a strategic business partner while overseeing core HR functions including recruiting, employee relations, benefits administration, compliance, performance management, leave administration, payroll coordination, and HR reporting.
The HR Manager partners with leadership to align people strategies with business objectives, maintain compliance with employment laws and company policies, and foster a positive, productive workplace culture across the organization.
Essential Duties and Responsibilities
- Business Partner – Participates in the daily management of the site aligning functional strategies, projects, and initiatives as a confidant and coach
- Leadership – May lead other HR and office professionals. Serves as a mentor, coach, and point of escalation for employee-related matters
- Engagement – Champions employee engagement including regular, effective communications, recognition events; organizes three annual employee events
- Talent Acquisition – Leads recruiting processes including running ads, recruiter communication, reporting to management, onboarding, immersion, and training
- Talent Management – Owns talent management processes including talent reviews, workforce planning, development plans, learning & development
- Company Culture – Advises and provides guidance to leadership regarding talent, organizational effectiveness, change management, and culture
- Analytics – Regularly creates and maintains dashboards and performs analytics
- Compliance – Ensures compliance with and adherence to all local, state, and federal laws for all aspects of human resources management
- Labor Relations – Facilitate and manage labor relations, including negotiations, conflict resolution
Critical Skills & Qualifications
- Bachelor’s degree in Human Resources, Business, or related field
- 5+ years HR business partner experience in a manufacturing or distribution organization
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification is a plus
- Experience supporting a manufacturing, construction, industrial, or multi-site workforce strongly preferred
- Strong working knowledge of employment law, employee relations, benefits administration, leave administration, payroll coordination, and HR compliance.
- Experience with full-cycle recruiting, onboarding, performance management, and policy administration
- Proficiency in HRIS, payroll systems, and Microsoft Office required

Work Environment / Physical Requirements
- Primarily office-based with regular interaction in plant.
- Must be comfortable working in a manufacturing and construction-related setting and occasionally visiting operational areas while following required safety procedures
- May require occasional travel between company locations
- Must be able to sit, stand, walk, bend, reach, and occasionally lift up to 15–20 pounds
