Job Overview:
Our client, a leading construction company in Puerto Rico, is seeking an experienced and dynamic Human Resources Manager. Based in San Juan, this role requires flexibility to travel frequently to multiple plants across the island. The HR Manager will play a critical role in leading HR operations, overseeing union negotiations, creating robust processes, and ensuring compliance with labor and safety regulations (OSHA), in alignment with both Puerto Rican and U.S. labor laws.
Key Responsibilities:
- HR Leadership & Strategy: Lead the Human Resources department, developing strategies that foster a positive work environment, align with the company's growth goals, and support workforce planning.
- Union Relations & Negotiations: Manage union relationships, negotiate collective bargaining agreements, and ensure full compliance with labor regulations, balancing employee needs with business objectives.
- Policy & Process Development: Design and implement comprehensive HR policies, processes, and protocols to ensure compliance with Puerto Rico and U.S. labor laws, including workplace safety (OSHA).
- Employee Relations & Conflict Resolution: Manage employee relations, conflict resolution, and act as the point of contact for escalated HR issues, ensuring fair and legally compliant resolutions.
- Recruitment & Talent Management: Oversee the full-cycle recruitment process, including onboarding, training, performance management, and retention strategies to build a skilled and motivated workforce.
Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or related field.
- Minimum of 5 years of experience in a leadership HR role, preferably in the construction or industrial sector.
- Extensive experience in union relations and collective bargaining.
- Proven ability to create and implement HR policies and procedures, with expertise in compliance (PR and U.S. labor laws, OSHA).
- Fully bilingual (English and Spanish) with excellent written and verbal communication skills.
- Strong knowledge of labor laws in Puerto Rico and the U.S. to ensure organizational compliance.
Preferred Qualifications:
- Professional HR certifications (SHRM-CP, SHRM-SCP, PHR) are highly desirable.
- Experience in change management and implementing organizational improvements.
- Knowledge of safety regulations and compliance in the construction industry.
