Human Resources Manager

InflexionPoint is currently looking for a Human Resources Manager. The Human Resources Manager leads the day-to-day administration and delivery of the organization’s human resources function. This role is responsible for payroll, benefits and retirement-plan administration, talent management, compensation support, employee relations, compliance, safety administration, recruiting and onboarding, and HR support for proposals and prequalification requests.
The HR Manager serves as a trusted resource for employees and managers, ensuring timely, accurate, compliant, and employee-centered HR service. This is a full-time, salaried, exempt position reporting to the Chief Financial Officer.
Job Duties and Responsibilities
HR administration and compliance
- Maintain complete, accurate, and confidential employee personnel records and HRIS data.
- Serve as a primary contact for employee HR questions, providing timely guidance and follow-through.
- Administer paid time off, leave programs, disability claims, Paid Family Leave, FMLA, sick leave, and related state benefits.
- Coordinate with external vendors, brokers, legal counsel, auditors, and other partners to support compliance and HR operations.
- Prepare ad hoc reports and analyze HR data accurately and concisely.
- Prepare and submit required regulatory filings and documentation, including annual EEO-1 reporting.
- Maintain current labor-law posters and other required workplace notices.
- Support Workers’ Compensation claims administration and maintain OSHA logs, including OSHA 300 documentation.
Payroll administration
- Administer full-cycle biweekly payroll through Paylocity.
- Maintain accurate employee payroll, earnings, deduction, PTO, and leave information.
- Review payroll data for accuracy and resolve exceptions before processing.
- Support finance audits and provide payroll documentation and reports as requested.
- Partner with Finance and the Paylocity account team to support payroll imports, process changes, and controls.
Benefits administration
- Administer employee benefit enrollment, qualifying life event changes, terminations, Qualified Medical Child Support Orders, and annual open enrollment.
- Provide new hires with benefit onboarding instructions; review and approve benefit elections, earnings, and deductions in Paylocity.
- Partner with vendors and benefit carriers to manage open enrollment, renewals, claims experience, and marketing activity when renewal risk requires competitive review.
- Review carrier invoices monthly and resolve discrepancies promptly.
401(k) administration
- Serve as Plan Administrator for the organization’s 401(k) plan.
- Onboard eligible employees, approve and administer participant changes, and process distribution requests.
- Coordinate employee retirement-plan education and outreach with plan advisors.
- Manage annual 401(k) audit activities.
Talent management and employee relations
- Administer the performance-management process, including preparing and updating review forms, coaching managers, launching review cycles, tracking completion, and closing each cycle.
- Partner with managers to address employee performance, conduct, and development needs.
- Draft performance feedback communications, disciplinary documentation, and performance improvement plans as needed.
- Coordinate employee training initiatives with NJMEP, trainers, managers, and participants; manage scheduling, compliance documentation, and funding-related paperwork.
- Support employee terminations in partnership with leadership and employment counsel, including termination letters, separation agreements, offboarding plans, manager scripts, and related documentation.
- Support employee engagement and coordinate company events, including summer events and holiday celebrations.
Compensation administration
- Participate in salary-survey activities using Mercer data.
- Evaluate and price new and existing roles; recommend job levels, salary ranges, and bonus eligibility based on market data and internal alignment.
- Coordinate the annual compensation-review process by preparing compensation data for executive review and decision-making.
- Prepare manager-specific compensation communication letters after final approvals.
- Coordinate Paylocity compensation-rate imports with the Paylocity account team and validate loaded rates.
Onboarding
- Coordinate onboarding activities and monitor completion of required new-hire documents in Paylocity.
- Initiate background checks through Integras Intelligence.
- Complete Smartsheet new-employee requests for IT provisioning and equipment support.
- Coordinate onboarding communications, benefit instruction, new-hire logistics, and business-card requests through Vistaprint Pro Shop.
- Support employment-related work-visa processing as needed.
Safety and proposal support
- Administer Workers’ Compensation activities, including incident reporting, broker coordination, claims documentation, OSHA records, and OSHA 300 requirements.
- Support safety-related compliance platforms and contacts, including ISNetworld and DISA.
- Serve as the designated Safety Manager on proposals, prequalification submissions, and related company records, as assigned.
- Prepare HR and safety responses for client proposals, prequalification packages, and other business-development requests.
Office management
- Oversee day-to-day office operations for a professional-services organization, maintaining a safe, orderly, welcoming, and productive workplace.
- Manage office services and vendors, including facilities maintenance, cleaning, security, telecommunications, mail and shipping, office equipment, and supplies; solicit quotes, coordinate service, and resolve issues promptly.
- Maintain office supply, furniture, and common-area inventory; establish purchasing controls and ensure cost-effective replenishment within approved budgets.
- Coordinate with building management, contractors, and internal stakeholders on repairs, space planning, office moves, access, parking, and workplace improvements.
- Manage front-office and administrative processes, including reception coverage, visitor procedures, incoming and outgoing mail, conference-room readiness, and shared-office standards.
- Coordinate internal meetings and company events by arranging rooms, catering, materials, visitor access, and related logistics.
- Maintain office policies, procedures, contact lists, and administrative records; communicate workplace updates and ensure consistent implementation.
- Partner with IT, Finance, and leadership to support employee workspace needs, equipment coordination, asset tracking, and budget reporting.
- Support business-continuity and emergency-preparedness activities, including maintaining office emergency supplies, evacuation information, and vendor contact records.
Requirements
Required qualifications
- Bachelor’s degree in Human Resources Management, Business Administration, or a related field preferred; equivalent education and experience considered.
- Five or more years of progressive HR experience, including payroll and benefits administration.
- At least two years of direct payroll-processing experience.
- Demonstrated experience administering employee benefits, leave programs, employee relations, performance management, and HR compliance.
- Working knowledge of federal, state, and local employment laws and HR best practices.
- Excellent written, verbal, interpersonal, and organizational skills.
- Strong attention to detail, sound judgment, discretion, and ability to handle confidential information.
- Ability to manage multiple priorities, meet deadlines, and provide responsive service to employees and managers.
- Proficiency with Microsoft Office Suite, particularly Excel, Word, and Outlook.
Preferred qualifications
- Professional HR certification, such as PHR, SPHR, SHRM-CP, or SHRM-SCP.
- Experience with Paylocity or a comparable HRIS/payroll platform.
- Experience with 401(k) plan administration, Form 5500 support, and retirement-plan audits.
- Experience supporting safety, Workers’ Compensation, OSHA reporting, proposals, or prequalification submissions.
- Experience working with compensation-survey data and market pricing.
Working Environment
Duties are performed in an office environment and workshop, but will also require travel to customer sites/locations to perform analysis, installation, training maintenance, etc. Must be able to routinely use standard office equipment which includes, but is not limited to, computers, phones, photocopiers, and filing cabinets. Minimal exposure to excessive noise or adverse environmental issues.
