General Description:
The Human Resources Generalist serves as a strategic and operational partner to City departments by providing comprehensive HR support, ensuring compliance with laws and internal policies, and delivering high‑quality service across all functional areas of Human Resources. This role blends talent management, HRIS and payroll operations, compliance oversight, performance management support, and City-wide HR communications. Under limited supervision, the position requires strong judgment, independent decision-making, and the ability to manage multiple priorities in a dynamic environment.
Minimum Education and Experience Requirements:
Graduation from a four-year college or university with major course work in Human Resources or Public/Business Administration and four years of experience as a Human Resources Generalist. Public sector HR experience preferred. Requires four years of general human resources or closely related experience. The equivalent combination of acceptable training and experience may be considered.
Special Certifications and Licenses:
Valid Driver’s License

- Considerable knowledge of automated payroll systems and comprehensive personnel transactions.
- Knowledge of city, state, and federal laws applicable to human resources.

Essential Job Functions:
- HRIS, Payroll & Personnel Transaction Management (Paycom)
- Provides frontline support to HR staff, supervisors, and employees regarding Paycom functionality and troubleshooting.
- Coordinates communication for system updates, new processes, and configuration changes.
- Oversees personnel actions including transfers, in-grade increases, career ladder progressions, certifications, and other PAF transactions ensuring accuracy and compliance.
- Manages timecard corrections, additions, and weekly payroll processing.
- Oversees onboarding workflows, worker’s compensation reporting, and related documentation.
- Responds to “Ask Here” inquiries and ensure timely resolution of employee questions.
- Comp Time & Payroll Coordination
- Monitors and initiates payout of non-exempt compensatory time.
- Notifies supervisors and Finance of eligible employees and ensures accurate processing.
- Compliance, Audits & HR Risk Management
- Ensures City-wide compliance with federal, state, and local employment laws, benefit regulations, and internal controls.
- Leads or participates in compliance programs such as:
- MVR Program
- FMCSA Clearinghouse queries
- Random drug testing program
- Personnel file audits
- Sick-to-Vacation conversions
- Conducts audits and reporting for programs such as MVR, FMCSA MIS, CALEA, finance-related reporting, and other regulatory or internal audits.
- Performs risk assessments and supports HR risk mitigation efforts.
- Training & Organizational Development
- Develops, organizes, and facilitates training programs for employees and supervisors, including customer service, leadership development, and compliance-related topics.
- Negotiates and coordinates external training and assists in developing internal training content.
- Creates monthly HR Talking Points and presents at departmental safety meetings across various locations and hours.
- Performance Management
- Supports managers and employees with performance appraisal processes, training, and system navigation.
- Helps ensure timely completion, quality standards, and alignment with organizational expectations.
- Assists with analysis of City-wide evaluations and compensation-related data.
- Data, Reporting & HR Analytics
- Gathers, analyzes, and interprets HR-related data to support managerial decision-making.
- Prepares spreadsheets, presentations, reports, and graphics.
- Ensures HR data accuracy and HRIS integrity through regular review and audits.
- HR Communications
- Drafts monthly HR talking points for leadership and departmental updates.
- Supports internal messaging that promotes transparency, clarity, compliance, and engagement.
- Performs all other duties as may be assigned to meet organizational needs.

Skills Required
