The Human Resources Specialist is a key role responsible for administering and supporting a wide range of HR programs, policies, and practices. This position leads the planning, development, implementation, and coordination of HR initiatives to ensure consistent and effective operations. Core responsibilities include advising leadership on HR best practices, and overseeing recruitment, retention, and termination processes. The role places strong emphasis on employee relations, ensuring a positive, compliant, and supportive work environment.


  • Develops, directs and coordinates the process of applicant recruiting, screening, interview coordination and candidate notification, ensuring compliance with policies and procedures, including practicum & internal transfers.
  • Coordinating new employee onboarding & orientation with determining start dates, welcome letters, UA scheduling, new user requests, preparing new employee paperwork for new employee’s first day
  • Monitors stay interview results after the 30- and 90-day surveys and schedule follow up meetings if there are areas of concern and develop a plan with the supervisor to work through the concerns to avoid turnover.
  • Assists with preparation and review of independent contractor agreements.
  • Compensation Management for internal transfers and new employees such as calculating and extending offers.
  • Managing HRIS system for adding new employee information, updating employee information, posting positions, managing applicants, and closing positions.
  • Advocate for employee rights while representing organizational expectations.
  • Develops/coordinates staff education programs to deal with matters including but not limited to hostile work environment, sexual harassment, workplace diversity, multiculturalism and new supervisor.
  • Provides information and counsel to administration and employees on a wide variety of HRM activities including interpretation and administration of Federal, State and Saint Francis Ministries rules, policies and procedures, layoff procedures, salary administration, disciplinary actions, annual evaluations, recruitment and placement, training, worker’s compensation, and employee benefits.
  • Delivers exit interviews to employees to determine reasons behind separation.
  • Is a strategic business partner.
  • Completes unemployment responses and represents Saint Francis Ministries on unemployment hearings.
  • Assist with worker’s compensation matters and consults on such matters.
  • Assist with annual updates to employee policies, practices and processes.
  • Assists with updating job descriptions for all positions within the scope of the Fair Labor Standard Act (FLSA), laws and system policy.
  • Conducts support for workplace investigations by gathering information, preparing required documentation, and tracking timelines, while keeping the Director informed of progress and key findings.
  • Coordinates the resolution of employee concerns, ensuring timely follow-up, professionalism, and confidentiality.
  • Coordinates and provides guidance on compliance with mandated employment programs, including the ADA and FMLA.
  • Coordinates ongoing review of system policies to ensure accuracy and applicability.
  • Develops and recommends policies, procedures, and programs to meet Saint Francis Ministries’ needs.
  • Maintains knowledge of industry trends and employment legislation and ensures Agency's compliance.
  • Provides advice and conducts research on labor relations issues, administrators, and monitors compliance with pertinent laws, rules, policies and procedures which apply to labor relations and HR Management.
  • Ensure employee rights are protected.
  • Implements Saint Francis Ministries policies and follow directives as required. Follows and adheres to all pertinent Saint Francis Ministries Standard Operating Procedures (SOP’s), rules, personnel policies, and procedures; related accreditation and licensure standards; and federal, state and local rules, statutes, regulations, and contractual terms.
  • Reports unusual incidents through appropriate Risk Management, clinical and safety channels.
  • Is knowledgeable of and follows all safety procedures.
Preferred Qualifications
  • Must have a bachelor’s degree in human resources management or related field from an accredited college or university.
  • Prefer PHR Certification
  • Three years’ experience as an HR generalist.
  • Prefer experience in managing and supervising office operations.
  • Must be 21 years of age.
  • Must pass a drug screen and all necessary background checks
  • FBI Fingerprint check if needed.
  • Lifting requirements of 50 lbs.
  • Must have a valid driver’s license, acceptable driving record and reliable transportation.

Skills Required

  • Bachelor's degree in human resources management or related field
  • Three years' experience as an HR generalist
  • Must be 21 years of age

  • Lifting requirements of 50 lbs
