Summary
The HSE Manager provides
strategic HSE leadership across projects, owning the HSE Management System,
driving safety culture, and representing the organization in senior client and
regulatory engagements.
Core
Responsibilities
● Develop, implement, and
continuously improve the corporate/project HSE Management System.
● Provide strategic HSE leadership
across multiple projects/sites, ensuring regulatory and client compliance.
● Own and report HSE KPIs, trends,
and risk profile to senior/executive management.
● Lead crisis management, major
incident investigation, and senior-level regulatory liaison.
● Drive HSE culture, behavioral
safety programs, and leadership engagement across the organization.
● Oversee ISO 45001/14001
certification and lead audit programs.
● Manage and develop the HSE team
(Engineers, Officers, Inspectors) across projects.
● Represent the organization in
client/authority HSE review meetings and audits.
● Manage HSE budgets, resourcing,
and training programs.

HSE
Manager — Oil & Gas / Energy (Offshore/Onshore)
Industry Context: Oil &
gas and energy sector projects across offshore platforms and onshore
facilities.
Industry-Specific Focus Areas
(in addition to Core Responsibilities above):
● H2S awareness, gas monitoring, and
process safety management (PSM) compliance.
● Permit-to-Work compliance for hot
work, confined space entry, and offshore survival/emergency response (BOSIET).
● Marine operations safety
(offshore) and ADNOC/OSHAD-SF regulatory compliance.
Industry Context: Mechanical,
Electrical & Plumbing installation works across commercial and residential
developments.
Industry-Specific Focus Areas

● Permit-to-Work compliance for hot
works, electrical isolation (LOTO), and confined space entry (risers/shafts).
● Safety oversight for working at
height during ducting, cable tray, and pipework installation.
● Coordination of MEP-specific
hazards with civil/structural work fronts to avoid interface risk.
HSE
Manager — Tunnels
Industry Context: Underground
tunneling and subsurface infrastructure projects, including TBM-driven and
cut-and-cover works.
Industry-Specific Focus Areas

● Underground/confined space safety,
continuous gas monitoring, and ventilation management.
● Tunnel Boring Machine (TBM)
operational safety and ground stability/collapse risk control.
● Emergency evacuation and
underground rescue planning specific to tunnel environments.
HSE
Manager — Buildings (High Rise)
Industry Context: High-rise
commercial, residential, and mixed-use tower construction projects.
Industry-Specific Focus Areas
(in addition to Core Responsibilities above):
● Working at height, tower crane,
and material hoist safety across vertical construction phases.
● Scaffolding, edge protection, and
fall arrest system compliance at all elevated levels.
● Fire safety management during
construction and façade access safety coordination.

Manager — Infra
Industry Context:
Infrastructure projects including roads, bridges, utilities, and public realm
works.
Industry-Specific Focus Areas
(in addition to Core Responsibilities above):
● Roadworks and traffic management
planning in live/public environments.
● Excavation, trenching, and
underground utility diversion safety.
● Heavy plant and machinery safety,
and public interface/safety management.
Skills Required
- Age below 55 years
- 15+ years GCC experience overall (minimum 5 years as Manager)
- Master's or Bachelor's degree (Engineering degree preferred)
- Engineering degree (preferred)
- NEBOSH IGC
- Level 6 or 7 in Occupational Safety and Health (OSH)
- ISO 45001 Lead Auditor Certification
- ISO 14001 Lead Auditor Certification
- ADOSH-SF Senior Practitioner
- CMIOSH or CSP (preferred)
- H2S awareness and process safety management (PSM) knowledge
- Permit-to-Work compliance experience (hot work, confined space) and LOTO experience
- BOSIET or offshore survival/emergency response experience (for offshore roles)
- Experience with continuous gas monitoring, ventilation, and underground/tunnel safety (where applicable)
- Working-at-height, scaffolding and fall protection experience (for high-rise/MEP roles)
- Heavy plant/machinery safety and traffic management experience (infrastructure/roadworks)
