Responsible for the communication and administration of all areas of HR programs including compensation, benefits, staffing, organizational development, employee relations, and performance management. Serves as liaison between a large functional area (500-1000 employees) and the specialized HR area. Role typically requires between 5 and 8 years of experience.

Job Summary:

The HR/Payroll Manager will be responsible for overseeing all aspects of payroll processing and human resources management. This role requires a strong understanding of HR practices, payroll systems, and compliance with labor laws.

Key Responsibilities:

Payroll Management:

  • Oversee and manage the payroll process, ensuring accurate and timely payment of wages to all employees.
  • Maintain payroll systems and records, ensuring compliance with federal, state, and local payroll laws and regulations.
  • Address and resolve payroll discrepancies, inquiries, and issues in a timely manner.
  • Prepare and submit payroll reports to management and regulatory agencies as required.

Human Resources Management:

  • Manage employee relations, including handling grievances, mediating conflicts, and ensuring a positive workplace environment.
  • Develop, implement, and enforce HR policies and procedures to ensure legal compliance and best practices.
  • Oversee recruitment, onboarding, and offboarding processes, including job postings, interviews, and exit interviews.
  • Administer employee benefits programs, including health insurance, retirement plans, and leave policies.

Compliance and Reporting:

  • Ensure compliance with labor laws, including FLSA, FMLA, and other applicable regulations.
  • Prepare and maintain employment records, ensuring accuracy and compliance with company policies and legal requirements.
  • Collaborate with the finance department to ensure accurate reporting and alignment of payroll expenses with budget forecasts.

Union Relations:

  • Collaborate with union representatives to address labor-related issues, including contract negotiations, grievance resolution, and compliance with collective bargaining agreements.
  • Provide guidance to management on union-related matters, ensuring adherence to labor laws and company policies.

Employee Development:

  • Identify training and development needs and implement programs to enhance employee skills and performance.
  • Support management in conducting performance reviews and developing action plans for employee growth and improvement.

Qualifications:

  • Education: Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Experience:
  • Minimum of 5 years of experience in HR and payroll management.
  • Union experience is required.
  • Skills:
  • Strong knowledge of payroll systems, labor laws, and HR best practices.
  • Excellent communication, problem-solving, and organizational skills.
  • Proficiency in HRIS(Workday) and payroll software (ADP).
  • Ability to handle sensitive and confidential information with integrity.

Preferred Qualifications:

  • Professional HR certification (e.g., SHRM-CP, PHR).
  • Experience working in a unionized environment.
  • Familiarity with collective bargaining agreements and labor relations.

Work Environment:

The position is primarily office-based.
