Cybersecurity Talent Manager
Key Role:
Apply knowledge of human capital and talent management for a Department of Defense client with management of Cybersecurity personnel. Support client activities, including whitepapers, and capability briefings focused on strategic human capital management and Cybersecurity. Serve as a key team member for projects by assisting with managing delivery and client relationships. Manage and facilitate client agency and interagency cyber workforce boards, bureaus, and forums. Identifies budget constraints, changes in Human Resource (HR) programs, and emerging issues that impinge on the effectiveness and efficiency of Cyber Excepted Service (CES) personnel system operations. Develop the strategic direction for Cyber Force, develop plans, and issue policy, guidance, products and services that continuously improve the recruitment, training and development, and retention of a cyber civilian workforce. Provide high-level advice and counsel to the Talent Management Advisor and other key leaderships on matters relating to new or modified workforce policies, directives, and Fiscal Year manpower studies that affect or relate to current and existing cyber workforce initiates.
Basic Qualifications:
- 5+ years of experience with general management consulting functions, including change management, organizational assessment and design, human capital, strategic planning, or talent management
- Experience with DoD Cyber Security talent management, workforce, and manpower reviews
- Experience with working in a team-based environment
- Experience with DoD 8140.01 Cyberspace Workforce Management
- Experience with DoD 8570.01-M IA Workforce
- Knowledge of and experience with US Code Title 5 and Title 10
- Knowledge of key human capital and change management principles
- Ability to multi-task with limited supervision in a fast-paced environment
- Ability to synthesize and analyze multiple views and data sets
- TS/SCI clearance
- Bachelor's degree
Additional Qualifications:
- Experience with working in or delivering management consulting services to the federal government preferred
- Knowledge of analytical or technical client environments, including Cybersecurity, data science, or predictive intelligence preferred
- Knowledge of federal human resources policies and regulations preferred
- Possession of excellent critical thinking, leadership, analysis, and data gathering skills
- Possession of excellent verbal and written communication skills
