The HR Operations Program Specialist plays a key role in driving the effectiveness of an in-house managed contingent workforce program. This position oversees the end-to-end contingent recruitment lifecycle across EMEA, APAC, and LATAM regions. The role partners cross-functionally with hiring managers, staffing agencies, HR, Procurement, and Finance to ensure compliance, operational excellence, and cost optimization across multiple geographies. The specialist leverages data insights, supplier strategy, and process expertise to enhance workforce outcomes, resolve complex issues, and continuously improve program performance in a global environment.
How you will make an impact:
Oversee the full contingent lifecycle including intake, agency briefing, candidate review, onboarding, contractor management, extensions, and offboarding.
Partner with hiring managers to understand business needs, provide market insights, and guide effective contingent hiring decisions.
Oversee supplier performance by holding staffing agencies accountable to defined SLAs and KPIs, proactively addressing gaps and implementing improvement plans.
Manage effective supplier strategy, including evaluation, onboarding, performance optimization, and cost competitiveness.
Collaborate cross-functionally (HR, Procurement, Finance, and business stakeholders) to resolve operational, compliance, and invoicing issues.
Ensure data integrity across systems to enable accurate workforce reporting and business decision-making.
Analyze supplier proposals and pricing models to identify and implement cost-effective solutions.
Own the end-to-end invoice validation and resolution process, ensuring accuracy, compliance, and timely payment while identifying root causes of discrepancies.
Leverage reporting tools and analytics to identify trends, risks, and opportunities within the contingent workforce program, forming actionable solutions to improve efficiency, compliance, and supplier performance.
Create and implement process enhancements and effectively support change management initiatives to improve program efficiency and stakeholder experience.
REQUIREMENTS:
How you will get here:
Bachelor's degree or equivalent required.
Four to six years experience in HR, Talent Acquisition, Staffing, Procurement, or HR Operations.
Experience working with third-party suppliers or workforce programs is preferred.
Proficiency in English.
Strong analytical capability with advanced Excel skills; experience interpreting data and presenting insights to stakeholders.
Experience with reporting tools (e.g., Power BI) is an advantage.
