As HR Manager, you are the operational and human backbone of the Dubai Hub. You own two things at once: flawless compliance with UAE employment and PRO processes, and a workplace where people feel supported, connected, and genuinely glad to be part of the team.
This is a hands-on, high-ownership role. You make sure not a single document is overdue and not a single compliance deadline is missed — while also being the warm, trusted HR presence people turn to. You navigate UAE bureaucracy with persistence, run team rituals and events that build belonging, and keep the Hub's people operations running quietly and reliably.
How You'll Contribute
- Run the full employment process end-to-end, from document collection to ID issuance
- Manage quotas, contract amendments, visa cancellations, and trade licence renewals with MOHRE and GDRFA
- Handle licence update operations and amendments — including changes to company activities, structure, and legal details
- Support MOHRE labour inspections and safeguard original employee documents
- Track UAE labour law updates and keep the team informed
- Be the trusted, approachable HR presence on the ground at the Dubai Hub
- Collect feedback through check-ins and anonymous channels; surface pain points with recommendations
- Run 1:1s, monitor team morale, and support eNPS cycles
- Plan and run team events twice a month (up to 20 people), rotating formats by preference and season
- Manage the events budget with the Head of HR and gather feedback after each event
- Prepare access and arrangements before Day 1, welcome new joiners, and run office tours and intros
- Support broader HR processes: onboarding, offboarding, and performance reviews

What You Bring
- 1+ year in HR, People Operations, or a related role
- Hands-on experience with UAE PRO processes (MOHRE, GDRFA) and a good understanding of UAE labour law
- Experience with company incorporation across UAE jurisdictions (mainland, free zones) is a strong plus
- Strong organizational skills — able to juggle multiple deadlines independently with minimal supervision
- A confident communicator, in writing and in person, with a people-first mindset
- Discreet with confidential information; proactive and persistent in navigating PRO bureaucracy
- Comfortable in a diverse, international team and detail-oriented with documents and compliance
- English and Ukrainian at professional proficiency (required); Arabic a plus
