Head of Security

A. ACCOUNTABILITIES

• Overall effectiveness of AirBorneo's AVSEC management system across both turboprop and jet Operations.
• Regulatory compliance with CAAM, NCASP, and ICAO Annex 17 mandates.
• Continuous development, execution, and updating of the AirBorneo Security Programme (ABSP).
• Security risk management, threat mitigation, incident response, and crisis management across all flights and facilities.
• Security audit outcomes, inspection results, and quality assurance performance.
• Total protection of AirBorneo personnel, passengers, aircraft fleet, facilities, and physical assets.
• Proper departmental budget utilization and timely regulatory reporting.

B. RESPONSIBILITIES

• Security Governance & Regulatory Compliance: Develop, maintain, and execute the AirBorneo Security Programme (ABSP) ensuring full regulatory compliance across both RAS and Jet Operations. Formulate company-wide security policies, standards, and manuals.
• Security Operations Oversight: Direct day-to-day AVSEC operations across the AirBorneo network, ensuring proper passenger, baggage, cargo, crew, and facility security controls for both short-haul RAS routes and mainJet network operations.
• Security Risk Management: Conduct security surveys, threat assessments, and vulnerability checks across all stations. Implement elevated countermeasures during heightened threat scenarios.
• Stakeholder & Authority Management: Serve as principal liaison to CAAM, airport operators, law enforcement, military, and intelligence agencies.
• Security Awareness & Capability Development: Promote security culture across the airline, deliver strategic advice to Senior Management, and oversee security training programs.
• Incident Management & Reporting: Oversee investigations of security incidents, threats, and acts of unlawful interference; maintain occurrence records and report timely to regulators.
• Budget & Resource Management: Manage departmental budget, allocate security resources, and oversee the procurement of AVSEC technologies.
• Serve as the designated Aviation Security (AVSEC) accountable focal point for AirBorneo.
• Function as a core member of the Senior Management Team, contributing to strategic corporate decision-making.
• Monitor security performance via regular audits, inspections, and quality assurance reviews.
• Maintain active records of security occurrences, weapons detections, prohibited items, and investigations.
• Track and report against key performance indicators (KPIs), including regulatory audit results, incident reduction rates, ABSP execution success, training compliance, and stakeholder satisfaction outcomes.

C. AUTHORITY

• Establish and execute security operating standards within approved regulatory frameworks.
• Direct real-time security responses during active security incidents or elevated threat conditions.
• Authorize and conduct security assessments across all stations.
• Recommend the temporary suspension or modification of turboprop or Jet operations on valid security grounds.
• Approve security corrective action plans and access necessary security-related records, facilities, and data.
• Recommend security budgets, staffing structures, and security technology acquisitions.
• Escalate critical security concerns directly to the CEO, Accountable Manager, or regulatory authorities. (Note: Major financial commitments, significant operational disruptions, or strategic policy changes require CEO/Board approval).

D. DELEGATION OF DUTIES

• In the absence of the Head of Security, operational and administrative duties are delegated in the following order:
  1. Manager, Advisory & Compliance
  2. Manager, Security Operations
  3. Manager, Resilience & Business Support
• Delegated authority is strictly limited to operational and administrative continuity. Strategic decisions, major budget approvals, and critical regulatory matters must be escalated directly to the CEO or designated authority.

E. MINIMUM QUALIFICATIONS

Education & Experience Requirements:

• Bachelor’s degree in Security Management, Aviation Management, Risk Management, Criminal Justice, or a related discipline.
• Degree in any field with a minimum of 5 years' experience in Aviation Security (AVSEC) management.
• Diploma in any field with a minimum of 7 years' experience in AVSEC management.
• SPM/SPMV or equivalent with a minimum of 10 years' experience in AVSEC management.

Core Competencies:

• Extensive knowledge of Civil Aviation Security Regulations, National Civil Aviation Security Programme (NCASP), CAAM requirements, and ICAO Annex 17 standards.
• Experience managing security frameworks across both Rural Air Services (RAS) remote airstrips and commercial Jet Operations.
